222 Department of Education Report Page 4. 3. It is clear from the classification of our subscribers that the Egyptian Ministry of Education stands first. Out of the total copies circu-lated or 758, the Ministry pays for 235. It might be feared that once the Ministry fads us we suffer terribly. The case, however, is not as bad as all that because the Ministry sends our Journal to many of its schools the teachers of which do not feel the necessity of subscribing. Once the Ministry cuts off its subscription we shall be able to compensate for the loss by securing more subscribers from those schools to which the Ministry does not send our Journal. 4. For several years certain officials of the Ministry have been "ashamed of themselves" for the simple fact, that they ought to have an educational magazine since the American University has one. This and other similar cases in which the Ministry imitated and is trying to imitate the American University are quite astonishing to me personally, because the Ministry never in its history, before the launching of A.U.C. looked up to another institution and tried to imitate it. A few years ago I mentioned in a paper read before the members of our Round Table some fifteen items in which the Ministry deliberately copies our Institution. This number ought to be brought to date. The most recent item which I understand is the chief topic of conversation in the Ministry is the possibility of copying our "Commencement" in a gigantic manner by conferring the degrees publicly on the graduates of the Egyptian University in its formidable auditorium (which would never have been built were it not for Ewart Memorial Hall) . The scheme for the publication of an educational magazine by the Ministry is all laid down nicely, and execution may begin in October or remain on the dusty shelves of the Ministry together with a thousand others. In case of its realization it will be an important document for all the circulars, changes, activities, and new issues and trends in Egyptian Education. It might mean that we shall have to lose some of our subscriptions by the Ministry and work hard to secure others in their place. 5. At present there are in the Arabic speaking world other educational magazines which are not purely educational, viz., (a) one issued by the Iraquian Ministry of Education (b) one issued by an educationist at Damascus (c) one belonging to the Arab College, Jerusalem, and (d) one issued by the Royal Teachers' Association, Cairo. The last one "Al-Ulum" has hardly any subscribers outside the Ministry. The preceding year the Ministry sub scribed in 1000 copies. Three weeks ago a meeting was held in the quarters of the Association to find ways and means of increasing its circulation. As I was one of those invited I was anxious to hear suggestions as to the realization of their aim. The sixty or more people who sat at the tea tables were the controllers and their assistants, inspectors and higher officials, lead by the Deputy Under-Secretary. The gathering was conspicuous for the presence of half a dozen progressive women from the Institute of Education for Girls. This was the first time they included women in their meetings, the president announced. Of all the speeches delivered there was only one practical suggestion offered. The Deputy Under-Secretary, Awad Ibrahim Bey, promised to raise the copies in which the Ministry subscribes from 1000 to 2000 for the coming academic year. This did not sound strange to me, since I know that there are many magazines in Egypt whose only subscriber is the Ministry of Education
