Mr. Galt gives a detailed record showing where its 503 subscriptions during the first year have come from, but the following general statement will suffice: "It has been officially subscribed for by the Ministries of Education of the Governments of Egypt, Palestine and the Sudan. It is being received by the Minister of Education of Iraq on an exchange basis. By far the bulk of the subscriptions is from Government officials and teachers in these various countries. It numbers among its subscribers private Moslem associations for education as well as Christian missionary agencies. Noteworthy in Egypt is the manner in which it has penetrated into the teacher training schools for girls, the comparatively large group of 108 subscriptions being in these schools alone." To Mr. Galt and Amir Effendi who collaborated in this venture, we offer our heartiest congratulations. Looking to the future, the need for reinforcing this Department with a more adequate staff was obvious. Prof. James B. Webster, formerly in China and latterly of Stockton, Cal., goes out this fall to prepare for service in this Department. To what extent the next items of the program mentioned above may be put into operation remains to be seen, for Mr. Galt is to be heavily burdened with the duties of Act-ing Principal of the College of Arts and Sciences. This new Department also needs financial undergirding with an adequate endowment. For other details I would refer to Mr. Galt's report. 5. General University Matters (1) Health and Efficiency of Staff: We are facing a really serious situation because of withdrawals from our staff due to health and other factors. It must be remembered that when a vacancy occurs, it is not a simple matter to go into the educational market and find a substitute. The total number of candidates are few. Ewen after a selection is made, health conditions may prevent securing the man selected. Even then it takes at least two years to groom a man for his work and teach him the preliminaries of the Arabic. It is with a real sense of concern for our work that I would report the following changes in the personnel of our staff. (a) Dr. McClenahan: After a two year trial of carrying on his administr-ative work with limitation of eyesight, Dr. McClenahan came to the conclusion that he should be relieved of the responsibilities of the Deanship of the College as soon as this might be arranged. The matter was taken up by Dr. Hill and myself during Dr. Hill's visit to Egypt. Two questions were involved. The one was the conserv-ation to the University of the values of Dr. McClenahan's (and I might add, Mrs. McClenahan's) knowledge of Egypt, wide friendships, knowledge of Arabic and experience with educational and other conditions. The other was the selection of his successor. The solution worked out by Dr. Hill and myself in conference with Dr. McClenahan and with his expressed satisfaction with the plan, contemplates a new position to be created with the title of Dean of the University; a. definition of the duties and scope of this position is being outlined in a separate report. The chief end to be served by this new office is to endeavor to care adequately for the numerous relation-ships which the University should sustain with the outside public, both in Egypt with government officials, Egyptians generally, the native Church and the missions, and in America through tourists and the American public
