1 1 235 IV. DEPARTMENT OF EDUCATION My last report anticipated the coming of Mr. Donnelly to head up this department. The tragic death of Mrs. Donnelly's mother in an automobile accident developed a situation which blocked the way to Mr. Donnelly's coming. A further search had to be made for some one to serve in this field. Mr. Reece was finally located and received appointment as a member of the faculty of this department. His first task was naturally that of learning Arabic and while the year has given him an opportunity to study his future work it has been language study that has occupied him during the past year and that must engage his attention for at least one more year if he is to become qualified for permanent service. Eager as he is to make a beginning with the proposed lecture courses of this Department, there seems to be little possibility of such a start being made in the immediate future because of the additional difficulty of supplementing his own time and services with those of others necessary to a course of lectures worthy of the University and of the objectives to be attained. One of the hardest experiences to bear is to endure such delays when the opportunity in the life of Egypt is so claimant and when competition is urgently calling for early action. Meanwhile, Mr. Galt has been generously giving supervision in this De-partment which was formerly his and has prepared the attacned Report (Appendix IV) while both he and Amir Effendi Buttor, with Mr. Reece cooperating have kept the Journal of Modern Education going. It may seem superfluous to record from year to year the important place which the Journal is commanding in Egyptian educational circles, but each year brings its own testimony to this fact. Three significant facts are mentioned by Amir Effendi: (1) Officials and inspectors from the Ministry of Education of the Egyptian Government called upon us seeking advice in educational matters. (2) The Ministry itself is using in its official reports the education-al terminology of American educators (Dewey, Kilpatrick, Rugg), terms whose first use in Arabic is traceable to the Journal. (3) The recent Minister of Education after showing unprecedented interest in the Journal, stated that in his opinion the Ministry should have an educational magazine of its own along similar lines. The influence which the Journal is exerting even during these initial years of its launching is most gratifying, but this advantage needs to be both retained and pressed to its full value in still bolder leadership and wider service to the rapidly developing educational world of Egypt. It is to be re-meAbered that this Journal was the first magazine of modern education in the Arabic language and it still remains the only organ of its kind in Arabic. Mention should be made here of a generous and much needed reinforce-ment of the equipment of the Department for future usefulness through a special gift of $500 by Dr. T. H. P. Sailer, to be applied to the purchase of books on modern education. V. GENERAL UNIVERSITY MATTERS (1) The Staff: Health conditions during the past year have been fairly good on the whole, the chief serious exception being the illness of the Bursar who was incapacitated for the bulk of the year, involving considerable strain and reduct-ion of efficiency in the business administration of the entire institution during the year. Fortunately a decision to have him go to Beirut for a thorough medical examination and treatment seems to have effected a complete cure.
