228 IV. The Minister's Report: It is necessary to mention the publication of a mo:: t extra-ordinary report on Secondary Education by H.F. Naguib el Hilaly Bey, Min-ister of Education. The Report is the most damaging expose of the scholastic and moral bankruptcy of the present Ka.f. as Baccalaurea.te system which has ever been written by a high Egg ptian official. This report is ample just-ification of the persistent refusal of the herican permanent staff to re-tain such a course in a missionary University governed by such high ideals as ours. Since the days of Eddy and Harris, American professors have instinct-ively felt that none of our high missionary educational ideals could come to fulfilment in this Government Course. That their instincts were correct is now officially revealed by this devastating report. Dr. Watson's Commencement address, Amir Effendi's articles in Al Mokattam, and Mr. Galt's editorial in the Egyptian-Gazette all bear testimony to our hearty approval of this report. V. Relationships with Ministry- of Education. Never before have our relationships with the Ministry of Educa-tion been so cordial as at present. During the past 3 ear more inspectors than ever have visited us in connection with the new Law #40 governing private schools. Although we have taken refuge in the Capitulations and have not conformed to the Law, yet the Ministry has given us a special grant-in-aid of L.E.100, even when we were no longer entitled to aid because of our limited Government Course. During the year both Aìnir Effendi and Mr. Galt have assisted the Minister in the investigations which produced the report referred to above. articles in the Educational Magazine were requested by the Minister and furnished by Pjnir Eff. By special request , Mr. Galt prepared a comparative study of Egyptian, English and American secondary education curricula. The retirement of Sabxy Pasha and the reinstatement of limir Bey Lutfy in the Ministry have been most advantageous to us. CONCLUSION. In conclusion, let me express nay appreciation to the members of the Faculty who have again borne the heavy routine burden of teaching and administration required to keep the College functioning; to Mrs. Vandersall for her valuable services as adviser to the girl students; to Lr. McClenahan, Lr. Jeffery and Amir Eff. who, because of exchanges of time in connection with the reduction policy, rendered teaching service to the College; to Dr. Gilbert Ibrahim for his services as College Physician; and finally to the President who despite many burdens, has shown sympathetic interest in the difficult problems of the College and has protected us on every possible occasion.
