Conclusion: Figures alone are not always a criterion of success. The Journal of Modern Education is highly specialized. It does not touch anything but educational, it caters to educators, leaders in education, and the higher type of the school teacher. We cannot possibly reach the ordinary elementary or even primary teacher who is actually, if not literally, illiterate. The pages of the Journal are limited, our readers are well chosen, and we shall not disappoint them by a lot of padding which will be of use only to the "low brow." For years we have to be content with a limited number of subscribers. In reviewing our subscribers we can safely say that the Egyptian Ministry of Education is increasingly making serious use of the Journal. Whenever a problem needs study -- and there are always problems -- those in charge, from the Minister, Undersecretary, Controller, Inspector and Headmaster to the teacher our index and back numbers are searched meticulously. All higher officials seem to c,nsider our con-structive criticisms with interest, and make telephone caîīs to clear out certain points or ask for further details. The Iraq Ministry of Education still keeps its relations with and interest in; our journal in spite of their own.
