194 Report for 197-38 on the College of Arts & Sciences of A.U.C. by the Chairman of the College Faculty Mr. President: In the absence of Dean Galt on furlough, it fell to me to act in his place, not entirely as Acting Dean, but presumably only as Chairman of the College Faculty. However, the claims of College administration steadily increased and exceeded by far the measure of time allocated to them in the initial plans of the year, until regularly my mornings from 8 or 8:30 a.m. until 1 p.m. were devoted to the College and even many afternoons had to be given to its committee and faculty meetings. In writing this Report I am departing from the customary annual historical report, for it seems appropriate that I should seize the opportunity of this the most intimate contact I have had with the College's administration, to record certain general impressions that I have gained during the past year. I. General Observations 1. Cor •orate Life of Facult and Administration: All though the year I found myself increasingly conscious of a ack in the corporate life of the College. I was ever searching for what someone called "the con-tinuum" of the College's life, that body of traditions, of general agree-ment, of consensus of opinion, which would determine the fixed policy of a College that has now been running for eighteen years. Somehow I found this either too elusive to satisfy me or too little developed. Of course it may be said in reply that the "continuum" of an institution would reside chiefly in the mind and personality of its Dean, who in this case was absent. Still, even allowing for this, I should have expected the develop-ment of a greater corporate life in the faculty, reflecting what might be found to be a concentrated degree in the Dean as leader. Again and again, there seemed to me to be too many issues in College policy wholly unsettled and undetermined, as though they had not been previously faced or thought through to a finish. Mary of these matters related to the ordinary oper-ation of the College, such as questions of discipline, gate regulations, etc. While I found the Faculty cooperative beyond all criticism, I did not find that it carried, as fully as I think wise, a sense of respons-ibility for the life of the College as a whole and especially for its future development as a whole. I feel that with such an able staff there are possibilities here to be developed, which would constitue a great asset for the College, making for steadiness, continuous progress and cooperation. I would recommend therefore a greater spirit of cooperation and democracy within the Faculty in the administration of the College as a whole and especially in formulating ideals for its future development. Also as a practical help to the Dean himself and for the special guidance of anyone who must replace him temporarily and also for purposes of constant reference, I suggest that a Daily Log Book be kept by the Dean which will indicate matters dealt with each day and which will especially mark matters which should be dealt with at given periods in the year.
