perception of the university as an institution, something more than the lengthened shadow of one man. A college or university president works with three groups: the faculty, the administration, and the trustees. Trustees, although legally responsible for the entire institution, in practice delegate broad discretionary powers in educational matters to the administration and the faculty. They retain active policy-making powers principally in non-academic affairs. It takes time for a trustee to learn about the unwersity, for he has probably not encountered in his previous experience an organization so strange and complex. Trustees like to serve on committees where their professional abilities enable them to make their best contribution. Rotating their committee assignments, however, increases their comprehension of the institution as a whole and of its educational philosophy. Because it takes a new board member some time to become acquainted with the university, short terms of service are not desirable. A self-perpetuating board should constantly search for new members from a wide variety of fields. It is not advised to look for them among the faculty. The disadvantages of faculty representation, when all arguments are weighed, are far greater than the advantages. Alumni provide a source for regular trustees (as distinguished from alumni representatives to the board), but board membership should never be a reward for activity in the alumni association. The qualified candidate profoundly esteems the importance of education and wants to bp.come wholeheartedly identified with it. Alumni representatives, feeling honored by their election, will usually work hard if the other trustees accept them as equals, but they commonly suffer the handicap of being chosen for short terms without the privilege of re-election. The president, as the educational leader of an educational institution, should be the chairman of the board. Psychologically and symbolically, the arrangement would emphasize the principal purpose for which the board exists. It also obviates the problem of having two spokesmen for the institution.
