STANDING COMMITTEES: The following standing committees shall be elected at the close of each annual meeting of the Board to serve ad interim and until the close of the following annual meeting, or until their success-ors are elected. An Executive Committee, a Finance Committee, a Committee on Nominations, A Committee on Building and Grounds, a Committee on Education, and a Committee on Spiritual affairs. The General Secretaries of the Board shall be ex-officio meiabers of these Committees. a. EXECUTIVE COM:AITTEE The Chairman of the Board, or one of the Vice-Chairmen, to-gether with the other officers of the Board and the Chairmen of the Standing Committees shall constitute an Executive Committee to dis-pose of all routine business not assigned to the other standing commit-tees, except changes of policy, removals from office, or granting of degrees. b. COMMITTEE ON NOMINATIONS Three or more Trustees, elected by the Board, one of whom shy- it be one of the General Secretaries, shall constitute a Committee on Nominations. It shall be their duty to bring in nominations for membership on the Board of Trustees and in the case of vacancies in the membership which call for the approval of nominees by bodies affil-iated with the Board of Trustees, they shall confer with the affiliated bodies with a view to securing their approval of the persons to be nominated. It shall also be their duty to bring in nominations for all offices and Standing Committees of the Board, except its own, but such nominations shall not exclude further nominations by any Trustee. c. FINANCE COMMITTEE. The Treasurer and two or more other Trustees to be elected by the Board, shall constitute a Finance Committee to make all invest-ments, to prepare the annual budget, to pass upon special budgets, and to solicit funds and direct the work of the Board or its employed officers in such solicitation. Two or more me,lbers of the Committee, excluding the Treasurer, shall audit the Treasurer's accounts, and shall report thereon at the annual meeting of each year. d. COMMITTEE ON BUILDINGS AND GROUNDS Three or more Trustees, elected by the Board, shall constit-ute a Committee on Buildings and Grounds, and shall be charged with all routine administration connected with the design, location, con-struction, and alteration of buildings and works, and the improvement of grounds, including the direct supervision of the work of the Home Architect. e. COMMITTEE ON EDUCATION The Chairman of the Board, one of the General Secretaries, and one or more other Trustees to be elected bv the Board, shall constitute a Committee on Education. It shall be their duty to seek new teachers and other officers to fill positions designated by the Council of created by special action of the Board, to keep in touch with prospective candidates, to reco, 'mend suitable candidates for appointaient, to make recommendations to the Board concerning staff agreements and all matters of relationship between staff and Trustees, and to have general oversight of the educational work of the University
