The Committee shall consist of the Chairmen of the Departments together with the Dean of the Faculties, who shall be Chairman, ex-offIcIo. The Committee shall (at Its fIrst meeting of each academic year, elect Its own ChaIrman from among the departmental chaIrmen themselves. It shall) be empowered to co-opt additional members as the needs of Its business dictates. Ordinary meetings of the Committee are to be held at monthly Intervals during the course of each semester. The CommIttee is to report to the Academic Board on any matter to do with the functioning of the separate departments and it may InItiate business on any such matters. 5) The CommIttee is to be consulted, and its approval obtained, for any proposal to establish or abolish a department of the University, or to alter the basic administrative structure or teaching functions of a department. If Its approval cannot be obtained. the matter may be brought to the Academic Board and subsequently to the University Council. If agreement is still impossible, the matter will be brought to the attentIon of the University Board of Trustees by the President. 6) The Committee shall make direct representation to the Budget and General Services Committee and to the Appointment, Promotion and Tenure Committee on matters relatIng to the conferring of academic university titles, the promotion of departmental staff between grades, or within each grade, the initial salaries and conditions of servIce of new members of departmental staff. The Graduate Committee 1) The Committee shall consist of representatives of the academic depart­ments of the University, the Registrar, and the Dean of the Faculties, who shall be Chainman.
