t 09 1 1 October 2, , 191?. f. COMMITTEE ON SPIRITUAL AFFAIRS. Two or more Trustees, elected by the Board, shall constitute a Committee on Spiritual Affairs. It shall be their duty to develop the spiritual resources of the University, especially by the cultivation of prayer in behalf of its interests, and to report annually to the Board upon the spiritual condition and efficiency of the University. Lt. When either the President or Vice-President of the University is in the United States he shall be ex-officio a member of each of the standing committees of the Trustees, without vote. h. Each committee shall act subject to any directions or restrict-ions that the Board may from time to time set ,forth. It shall make a re-port at the annual meeting of the Board, which report shall be preserved with the official minutes of the meeting. 6. MhETINGS. One regular meeting of the Board of Trustees shall be held annually in October. It may be adjourned for a period not to exceed two months, either by a quorum of the members then present, or by the written consent of two-thirds of the members, such consent having been placed in the hands of the Secretary. Special meetings may be called by the Chairman, or, in his absence, bJ a Vice-Chairman, or by the senior Trustee in point of service on the written request of three Trustees. Notice of the time and place of every meeting shallibe mailed to each Trustee not less than five or more than ten days before the meeting. 7. DUTIES. The duties of the Board of Trustees shall be those common-ly belonging to such bodies. In particular, acting under the laws of the District of Columbia, they shall have control of all funds and proper-ties belonging to the American University at Cairo or held by them in trust for the purpose of Christian education in Egypt; they shall appoint the officers and the faculty Jf the University, and the council of such faculty; they shall make or approve the rules govern-ing the administration and policy of the institution; and they shall confer such certification of educational or other proficienc4. as may be in harmony with the laws of Egypt. 8. EXECUTION OF DOCUMENTS. The signatures of the Chairman and the Treasurer, or in the absence of the Chairman, of a Vice-Chair an and the Treasurer, shall be requisite for the execution of any legal document relating to the University. 9. PAYAENI'S BY THE TREASURER. The Treasurer shall pay out of the funds of the Board such sums as have been authorized the Board of Trustees or by the Executive Committee, providing that at no time the appropriations of the Executive Committee exceed $5000 for any one year, unless in execution of action already approved by the Board.
