M. Clifford Townsend (1884-1954) was born in Blackford County. The flood of 1937 occurred at the outset of his administration, and he established a relief program aiding thousands of people. Violent confrontations in union disputes led to his creating the Indiana Division of Labor to provide for voluntary mediation of disputes.
