Section II* The Student Council shall in all possible ways represent the best interests of the student body and shall strive to promote understanding and unity between the student b<%- and the administration of the University* This Constitution shall become operative immediately after having been approved by a majority of the members of the Preparatory Committee and the Dean of the Faculty of Arts and Sciences and after having been ratified by a majority of the student body of that Faculty in a special election to be called by the Administrative Committee of the Faculty of Arts and Sciences* Because the powers of -the Council have been delegated to it by the Dean of the Faculty of Arts and Sciences and because the Dean is the only person ultimately responsible to the community and the Board of Trustees for the conduct of the Faculty of Arts and Sciences, the Dean of the Faculty of Arts and Sciences shall have the right to veto any measure which he shall deem harmful to one student, a group of students, or the School at large. Amendments to this Constitution may be made upon a signed petition of twenty per cent of the members of the student body, a majority vote of the Council, the approval of the Dean and the ratification thereof by a majority vote of the student body.
