MINUTES OF COUNCIL Sept. 11, 1954 - lliOQ a.m. PRESENT • Dr. Howard, presiding* Messrs: Conn, Vandersall. , Dr. Howard opened the meeting with prater. SECRETARY - Mr. Vandersall was asked to serve as Secretary during the first semester or until the arrival of Dr. McLain. AUTHORITY TO SIGN CHECKS - In order to provide suitable instructions to BARCLAYS BANK (D.C.&.O.) in Cairo and London for tne operation of the current accounts of the university, the Council approved tne following authorisations: 1. Dr. C. Worth Howard is authorised to sign checks on behalf of the"University, as Chairman of Council, from September 11, 1954 to such date as Council may cancel this authorization. 2. Council confirms authorization for Dr. C. Worth Howard to sign checks on oehalf of the University frora August I, 1954 to September 11, 1954. This retroactive action regularizes authorization to sign checks during this period when no other authorized officer of the University was in Cairo. 3. Council confirms authorization for Mr. Harlan D. Conn to sign checks on behalf of the University from tne date of his return from furlough in America (September 8, 1964) to such date as Council may cancel this authorization. The Secretary is requested to comniunicate this action to Barclays Bank in Cairo and London. MEETING - It was decided to have the first regular meeting of Council on lath September, 1954, at 9:00 a.m. RETREAT - The Council agreed to the recommendation of Dr. Howard to hold a retreat for the teaching and administrative staff on the 25th September, to include a morning session, lunch, afternoon session, and teaj first preference is that it should be at the Mena House.
