MINUTES OP COUNCIL January 3, 1953 9iQO a.m. 314.29 - PRESENT: Dr. Badeau, presiding; Messrs. Beck, Conn, Howard, Rlzk, Vandersall and Yasin. Dr. Badeau opened the meeting with prayer. 314.30 - MINUTES: The minutes of the meeting of December 20, 1952 - #314.214. to 314-28 - were approved. 3ij.31 - HILL HOUSE DEDICATION: Dr. Howard reported further progress in planning the dedication ceremony of Hill House on January 13. After discussion, it was decided to (a) ask Dr. Calverley to offer the invocation, (b) have each Department send its invitations to the President’s Office, indicating which ones are to receive a tea invitation, and (c) hold a ’’coffee hour” at eleven o’clock on Monday and Tuesday mornings, January 12 and 13, so that selected staff members can meet Trustees Horton and Calverley. Mr. and Mrs. Rizk were asked to plan the Monday morning hour, and Mr. and Mrs. Beck the Tuesday hour. The matter of the wearing of academic gowns was left to the discretion of the President. 314-32 - UNIVERSITY AND DEPARTMENTAL ORGANIZATION: Following Minute #314.09, Mr. Hanna Rizk, Mr. Yasin and Mr. Beck each presented and discussed a memorandum covering the organization of their respective departments, copies of which are filed. In the ensuing discussion, it was pointed out-that administrative procedures operate at three levels - (1) within the department in dealings between the Dean and his staff, (2) between different departments, and (3) between the University and its departments on the field and the Philadelphia Office. After reading the sections of the By-Laws describing the authority of the Dean of a Faculty or Department, the President stated that internal organization and procedure of each department was the responsibility of the Dean within the general framework of the By-Laws, and needed no further legislation by Council. He requested each Dean to draw up and present to Council a plan for the organization of his own department. As to inter-departmental relations, it is the responsibility of each Dean to arrange both with the University administration offices and other Deans the types of material and information he wants sent directly to him. As to relations with the Philadelphia Office, it was agreed (a) that the President’s Office should receive copies of all correspondence with Philadelphia about University business carried on by the separate departments and their staff, and (b) that the Philadelphia Office should communicate al
