I I , -6- As indicated earlier In this statement, Dr. Russell was to carry as much as possible of the total re­sponsibility for the Division as associate director and as soon as feasible was to become its head. In his letter of April 5th,to the Ministry, Dr. Rizk states "It is the intention of the American University in Cairo to keep the position of the Director of the Division ••••••• to an Egyptian. 11 He also states" ••••••• it appointed Dr. Henry Russell as Associate Director in his ~pacity as consultant for the functions of the Division ••••••• " These were not the terms of his appointment (see P.ll, above), nor were they consistent with the memorandum that I had written on the subject dated Hay 9th: '~ill you assume responsibilities, Dr. Russell, for the conduct of the Public Services program ••••• " also," ••••• it should be said in this connection that the kind of responsibilities and relationships herein described anticipate a complete turnover of responsibility to you, Dr. Russell, as soon as possible and feasible, this perhaps being the beginning of the 1962-63 school II year. 19) Dr. Rizk, of course, is now carrying the full responsibility for the administration of the Division of Public Services, as well as the vice-presidency. These combined duties have undoubtedly been exceed­ingly heavy over the last several months. It is even more essential now than in 1960 and 1961 that a Director of the Division be found, and appointed. However, I am of the opinon that no action towards appointment should be taken until I have had the following opportunities. subsequent to my return to Cairo: a) Conversations with Dr. Rizk b) Conversations , with Government personnel, seeking to re-establish the pr,tncip Ie of freedom of appointment on the profess iona I leve I. c) Determination, in the light of the above, as to the kind of appointment to be made to the Division, whether Egyptian or American, whether a director or a consultant. 20) In conclusion, In my Judgment this incident of increased controls should be seized as an opportunity to move toward a clarifcicetionof.'-our larger. over-all status in Egypt. From what I hear. these are politi­cally propitious times for such an effort. The incident Itself is serious, but not of such magnitude as to quarrel over it except as it is placed on its larger setting of freedom for the University.
