Rizk, who has been the director of The Division of Extension for many years, was appointed to the vice-presidency on September I, 1960, so as to share some of the administrative burden that had been accumu­lating in the University, particularly those functions having to do with developing constructive government relations. This appointment had been made prior to the time the Ministry of Education insisted upon the application of certain features of Law 160 to the University including the necessity of having an Egyptian vice-president. Later, when the Ministry insisted upon such an officer, the Government was glad to ap­prove Or. ~izk who had already been appointed to that position. What Is Important to note, however, Is that the University had taken the Initiative, and Or. Rizk had not been appointed "in compl iance with a previous decision made by His Excellency the Minister of Education" as stated in his letter to the Minister on April 5. The importance of the distinction rests in the stated functions of the vice-president under the Egyptian law, with which Or. Rizk inadvertently Indicated our "comp I iance." His funct Ions under that law are not at a II the same as his functions under our Unlverslty's By-laws. Under law 160 the Egypt­Ian vice-president is responsible to the Ministry for the virtual control and direction of the school, with the foreign president tending to assume the place of a "consultant." 7) Ass result of the self-study program of the University, in which the Board of Trustees participated, a ten-year program had been formulated, in which adult education which had already had an excellent development through the Division of Public Services, was to be expanded and extended ~·s one..o,f. several inajor interests of the Uhiverslty. 8) The necessity of securing new personnel for the Division of Public Services, so as to release Or. Rizk for the vice-presidency, and so as to accomplish the expansion and extension desired in the program, and the further Initial desire to staff this post with an Egyptian, ~used the University in 1960- 61 to invite three different Egyptians to accept this position. All of them dec I i ned. 9) The University then looked to America for leadership, gave consideration to several possible candidates and turned to Or. Henry Russell as the best choice. Conferences were held between Or. Russell and myself, and with Or. Dirks, and with Or. Harbison, and we were in agreement that he should be appointed. 10) This was in the late summer of 1961, and since Or. Rizk was to be in New York In early September, any action was postponed until he could confer with Or. Russell, and communicate his judgment to me in Cairo. , 11) After his conference with Or. Russell, Or. Rizk cabled me raising only the question of the amount of salary we were ready to offer Or. Russellr, no question was raised as to his qualifications
