Henry Russell as Associate Directo r of the Division of Publ ic Services, American University in Cairo. The Division of Public Services of the American University in Cairo was establ ished in 1925 for the purpose of Adult Education in general and for organ­Izing programs of study for the adults according to the need for such studies. Dr. Wendell Cleland was appointed Director for the Division of Public since its establishment up to 1947, when he resigned from the Unive;sity. University appointed me as Acting Director for one year then as Director. the first Egyptian in this position. Services Then the I became In 1960 the University asked me to assume the responsibi lities of Vice-Presi­dent to the University. It was agreed then that another person should occupy the position of the Director of the Division of Public Services so that 1 may devote all my time for the responsibilities of the new position. The intention of the University was to appoint an Egyptian Director to the Division. We contacted for this purpose a number of Egyptians, including Dr. Zaki Naguib Mahmoud, Professor Roushdi Khater and Professor Moustafa Ammar. None of these persons accepted our invitation. Whereas the responsibilities of the Division of Public Services used to consume most of my time I found it impossible to carry other responsibilities. Therefore the University decided to relieve me of most of the responsibil ities of the Division of Public Services by appointing an Associate Director who could supervise and implement the programs of the Division under my guidance and responsibility. The University then, agreed with Dr. Henry Russell on November 1st 1961 that he become the Associate Director for the Division of Publ ic Services. Consequently we submitted a request to the Department of Immigration and Passport on November 8th 1961 to grant Dr. Russell an entry visa. It was pointed out in the request that he had been appointed Associate Director for the Division of Public Services. On November 27th 1961 an application was presented to the Director of tabor Force requesting a work permit for Dr. Russell in his capacity as Associate Director for the Division of Publ Ie Services. We pointed out In the appl ication that he would begin his work on January 1st 1962. The arrival of Dr. Henry Russel I was delayed till January 27th. He began his work following his arrival on the assumption that the procedures for obtaining a work permit for him were already under way. However, we were Informed on March 12th 1962 that the Labor Force Department had denied a work permit for Dr. Henry Russell and the he must leave the country .since the position that he occupies must be filled by an Egyptian
