!A!RT[CL'L IV The President of the University The President of the University shall be responsible to the Board of Trustees for the administration and opera­tion of the University, including staffing, programming, buildings, budgeting, tuition arxl fees, expending and ac­counting for all of its funds, acquisition and disposal of buildings and real estate, acquisition and disposal of equip­ment and materials, promoting good relationships in the Cairo setting and providing the educational leadership for the University. Among the other committees, councils and various faculty bodies for which the President is directly or indi­rectly responsible shall be the prime legislative or clearance advisory body of the University (c.g. the University Council) of which the President shall serve as Chairman. -In-those-instancea in which this prime body beeomes-tn- volved-tn-administrotivc mattersr the corKsurrenee of the President shall be necessary to-every-act of the body-unless; after his or-4ter non-coneufreneer-the-act or resolution4s-agflii> passed by a vote-of two-thirds of the entire body in the same-or-next-succeeding meeting tlrcrcof, in which cose the final decision shall be fefefrcd to the Board of Trusteesr The President is granted by the Board of Trustees the authority necessary to tlic discharge of his or her re­sponsibilities. VICE PRESIDENT OR OTHER SECOND OFHCER OF TH E UNIVERSITY The Trustees shall, on the recommendation of the President, appoint a Vice President, Dean, Provost, or one or more ethcf second officers of the University to be responsible to the President for such aspects of the administra­tion of the University as may be delegated to him or her by the President. On the recommendation of the President, the Trustees shall designate one such person as the senior second officer ofthe University. In case of the disability of the President, pending action by the Trustees, such person or persons shall perform the duties and exercise the au­thority of the President, but shall cease to act in this capacity upon the return of the President to office or upon elec­tion by the Trustees of a new President. CHIEF FINANCIAL OFHCER The Trustees shall appoint on the recommendation of the President a Chief Financial Officer. Subject to the direction of the President, he or she shall be in charge of the financial accounting; and business management and-the buildings and grounds of the University, and such related matters as the President may direct. 3. OTHER OFRCERS The other administrative officers of the University shall be determined from time to time by the Board of Trustees, and, upon recommendation of the President, officers for the same shall be appointed by the Board, respon­sible to the President, to perform such functions as may be prescribed.
