VICE-PRESIDENT In the absence or disability of the President, the Vice- President shall assume the functions and perform the duties of the President. 1+. ACTING PRESIDENT. In the absence or disability of both thé President and the Vice-President pending action by the Trustees, the President or Vice-President may appoint an Acting President. Upon the failure of either to do so, a meeting of the Council shall be called by the senior Principal or Dean in order of appointment, and the Council shall elect an Acting President. The Acting President shall perform the duties and exercise the authority of the President, but shall cease to act in this capacity upon the return of the President or Vice-President to office, or upon the election, by the Trustees, of a new President. 5. LEAVE OF ABSENCE. The President shall have the power to grant temporary leave of absence to members of the staff for reasonable cause, and for such length of time as he shall judge the occasion may require. Such leave of absence ,shall be entered upon the minutes of the Council, and whenever any absence exceeds one month it shall be reported to the General Secretary of the Board of Trustees. When the members of the staff are absent on leave, the President shall have power to make such temporary arrangements for the work of the University as he may deem proper, provided that no increase in the budget be made and that no additional pay shall be given to any one already in the service of the University, except with the consent of the Trustees. 6. CERTIFICATES, DIPLOMAS AND DEGREES. The President shall have power, when the requirements of the By-Laws have been satisfactorily fulfilled, to grant certificates or diplomas setting forth the educational or other proficiency attained. When the work of any faculty of the Univer-sity has reached the state when degrees may be granted, and should the laws of Egypt permit it, ne shall have the power to confer said degree. All such certificates, diplor:ias, and degrees shall be con-ferred only upon the recommendation of the appropriate Faculty. ARTICLE V Other Officers of Ad► inistration. 1. OTHER OFFICERS. The officers of administration, in addition to the Pres-ident and Vice-President, shall be the Principals or Deans of the several faculties, the Bursar, the Secretary, the Resident Architect and Engineer, and the University rhysician
