2. VICE PRESIDENT: In the absence or disability of the President, the Vice- President shall assume the functions and perform the duties of the Pres-ident. 4. ACTING PRESIDENT: In the absence or disability of-both the President and the Vice-President, pending action by the Trustees, the President or Vice- President may appoint an Acting President. Upon the failure of either so to do, a meeting of the Council shall elect an Acting Pres-ident. The Acting President shall perform the duties and exercise the authority of the President, but shall cease to act in this capacity upon the return of the President or Vice-President to office, or upon the election, by the Trustees, of a new President. 5. LEAVE OF ABSENCE: The President shall have the power to grant temporary leaves of absence to members of the staff for reasonable cause, and for such lengths of time as he shall judge the occasion may require. Such leave of absence shall be entered upon the minutes of the Council, and whenever any absence exceeds one month it shall be reported to the General Secretary of the Board of Trustees. When the members of the staff are absent on leave, the President shall have power to make such temporary arrangements for the work of the University as he may deem proper, provided that no increase in the budget be made and that no additional pay shall be given to anyone already in the service of the University, except with the consent of the Trustees. 6. CERTIFICATES, DIPLOMAS AND DEGREES: The President shall have power, tidhen the requirements of the Statutes have been satisfactorily fulfilled, to grant certifi-cates or diplomas setting forth the completion of splendid subjects or courses, When the work of any faculty of the University has reached the State when degrees may be granted that shawl meet the proper demands of the University of the State of New York, he shall have the power to confer said degree. All certificateE , aiplomas, and degrees shall, be conferred only upon the recommendation of the approp-riate Faculty. ARTICLE V. Other Officers of Administration. 1. OTHER OFFICERS: The Officers of administration, in addition to the President and Vice-President, shall be the Deans of the several F culties, the Bursr, the Secretary, the Resident Architect and Engin-eer and the University Physician. 4
