I I I April 27,1962 REPORT ON DR. HENRY RUSSELL"S CASE Henry Russell was appointed Associate Director for the Division of Publ ic Services in November 1961. He arrived in Cairo toward the end of January and assumed his responsibi lities as indicated in his letter of appointment, soon after. The procedure of obtaining a residence visa for him was begun on November 8th ( see attached letter to the Passport Office), and the application for his work permit was submitted on Nov­ember 27th {see attached letter to the Labor Office. In both letters it was indicated that Dr. Russell was appointed Associate Director of the Division of Publ ic Services. On March 12th the labor Office contacted me over the telephone and informed me of the decision they made, to deny Dr. Russell a work pe rmit. The reason given to me, was tha t this position should be fi I led by an Egyptian citizen. I went to the Labor Offi ce, on the same and on the fol­lowing day , to meet the Director and discuss this problem with him. After a long discussion with him I was convinced that the matter should be pursued on higher levels. On March 17th the Advisory Committee was called to discuss this problem and it was decided then to uring the matter to the attention of Ambassador Badeau, through Dean Odell. It was also decided, since my pre­Jiminary efforts fai led in convincing the Labor Force Department to reverse its decision, to inform Dr. Russell of the situation and assure him that all efforts wi II be made to keep him in his position. Ambassador Badeau wrote an unofficial letter to the Minister of Higher Education requesting him to look into the matter and help the University to keep Or. Russel I. As a result of this letter the Minister of Higher Education cal led me to his office twice and we discussed the possibil itles and he prani sed to make efforts so that the Labor Office might reverse its decision. During the following three weeks the Minister1s Office contacted me several times to discuss possible ways of solving the problem. Finally they told me that the Minister of labor would be cal led upon to reverse the decision, if Dr. Russel1 1s title was changed into that of Ilconsuitant il and that an Egyptian director be named for the ~ivision. I understood also that his fun ctions under his new title would be just the same as they were specified under his old title . {Please read my two memos to the Minister of Higher Education}. Both letters were written at the request of the Minister of Higher Education after long discuss ions. From the very beginning, I asked Dr. Odell to share with me the dis­cussions with the Director of labor Force so that Or. Russell might be more assured of the efforts we were making, to save him for the Universily. Dr . Odell and I had several talks , individu~1 Iy and together, with Dr. and Mrs. Russell regarding the problem, trying to explain to them that if they accepted an adjustment in the tit le they would help the cause of the Uni­versi ty and the University would benefit from their residence in the country
