i 135 Five-Year Budget and Building Plan - possible to indicate the general size of building needed, and to suggest possible ground and elevation plans. Three such plans have been produced; the first two (11 and B) were based on the assumption that part of the city site would be sold. Much more desirable, in the opinion of Council and of the two Trustees who have recently visited the field, is the ultilization of the entire city site for build-ing, with a plan so designed that in the future the sale of the north portion of the site could be accomplished without destroying any buildings. On this basis Plan C has been prepared, which represents in princip3.6 the size, character and placement of the buildings suggested for immediate construction. Elevation, ground plans, and explanations of Plan C are attached. Relation to Suburban Site Development This plan for the immediate development of the city site does not prejudice an ultimate development on the suburban site, should the problem of the annual budget be solved at the end of the five-year period. ln PlanC all the per-manent and central services and memorial buildings (Hill Student Union, Watson Library) are placed in the central bloc that will always be needed for work in the city. Only the hostel and the College classrooms are to be built on the empty north portion of the property. With the increase in land values that the further development of the Midan will bring, it should be possible to sell the north portion of the property after ten or fifteen years for a sum sufficient to cover both the present value of the land and the cost of buildings erected on it. A sample of present land values in a developed area is a downtown site that re-cently was purchased for L.E. 150 per square meter. Furthermore, it is proposed to make some use of the central third of the sub-urban site immediately. A playing field is to be developed, and the ITansen hut at present on the city site will be moved to the country to provide the central building for a camping site which can be used for student and faculty retreats. Thus the University will carry on at least token use of the suburban property in connection with its city pro,;ram. Architect it is suggested that this work be entrusted to a qualified architect in Egypt. The general external character of the buildings would be Arabesque, to harmonize with the present buildings, which were designed in Egypt. By employ-ing a local architect, the Administration would be in constant and intimate touch with the planning in every stage, making unnecessary long correspondence with America, possible frequent trips, and unavoidable delay. Moreover, the local architect is thoroughly conversant with local materials, procedures and conditions. The standard fee in Egypt for an architect is 5% of building costs. Cost The new buildings will require approximately 8000 square meters of floor space. Apartment buildings erected during the past year have cost L.E. 13 per sq. meter; the figure of L.E. 15 per sq. meter has therefore been adopted. In ad-dition Ewart Memorial Hall and the Extension wing need repairs and some interior changes to fit them for the new University city program. Then, new equipment fo
