192 Appendix A Schedule D-Page 3 It will be remeitbered that the plans for our own Department of Education centered around this idea of creating at our institution such a center of educational research. The success of our plans depend to a large extent on our being the pioneers in this field, and in bringing to the Near East this very idea which Dr. Claparéde's report now recommends. If our methods for creating such a modern School of Education (actual classes for teachers in service and teachers' conferences) could get underway before the Egyptian University captures this idea, the prestige gained for our University would be great and our contributions to education in this part of the world would be more effectively and easily made. But if the Egyptian University scoops this field on a big scale, no matter how inefficient they may be in details, then our Department of Education will have great difficulty in following them on a small scale and may not be able to command students. It is therefore urgent (1) that an American trained in modern education be secured as soon as possible and that he be sent out immediat-ely; (2) that on his arrival plans be made for the holding of a teachers' conference with a star educator from America as the center of the program and the theme of the conference centering around the application of the scientific method to education. By such conferences, fully reported in the Arabic press, we can keep ourselves before the Egyptian educational world and hold our prestige until class room work is begun; (3) that the two year course for teachers in service leading to a B.A. in Education be launched as soon as possible. In closing what will probably be my last report, for this Department, let me again thank you for all your kind consideration and your most painstaking thought which you, as President, have so generous-ly given to the launching of this youngest unit of the University's activities.
