14 President's Report was Felected and appointed with a view to his heading up this work as soon as it could be launched. Reference was made to this in my Report a year ago. During the year, there was correspondence with Mr. Galt on this subject and in view of an attractive counter offer from another institution, I felt some definite assurance should be given him of nay own readiness to promote at once this new development and to commit to him the leadership of it. Of course, I could not commit the Trustees and I do not know at this writing whether Mr. Galt received from the Trustees (for he was in America and I in Egypt) any assurances on this subject. This is my first opportunity, however, to present this matter to the Trustees and I therefore do so with the utmost eagerness and conviction. The proposal is that the Trustees authorize the organization of a School of Education as a separate and distinct department of the Univer-sity and that Mr. Galt be invited to act as Dean. It is understood that, beyond the formal institution of this School by action of the Trustees, the development of this School, the degree of organization possible, the select-ion and appointment of a Faculty, etc., etc., must all depend upon the financial resources which can be enlisted, but it is also felt that the resources of teaching, lecturing and writing which reside in even one American, namely Mr. Galt, will suffice with a very modest supplementary budget, to make a useful beginning, and thereforhat the creation of a sep-arate department, entitled School of Education, with Mr. Galt as Dean, is justified. Such action will arrest attention and give a distinctive character to the work Mr. Galt may do, however limited his program may be, as will not be possible if separate organization is not accorded at this time. Mr. Gait has proposed a program which will aim chiefly at teachers already in service: consisting of classes, lectures, public articles, with a view to stimulating interest in that large body of teachers in Government and in private schools. Later on, as funds and staff permit, the School will develop courses for the training of prospective teachers. As has been stated, even with Mr . Galt alone, and the assignment to him of a small budget for office, clerk and a part time Egyptian, it is his belief that a sufficiently useful beginning can be made. This budget might be estimated at $1700 in addition to Mr. Galt's own total support which is already in the budget, namely $5225, or about $7,000 in all. As soon as possible, however, 'his department should be accorded a budget of at least $15,000 to provide for another American in addition to the items already named. A suggested course for teachers in service and leading to a B.A. degree in two years would be as follows: Psychology 4 hrs. a week; Philosophy of Education, 4 hrs.; Coiparative Methods, 4 hrs.; with special courses in methods of teaching Chemistry 5 hrs., Mathemantics 5 hrs., English 5 hrs. V. University Matters. Under this heading we deal with matters that are regarded ns related to the life of the University as a whole. 1. Finance: Once again with real pride and satisfaction, I call the attention of the Trustees to the splendid clear and informing report of Mr. Garthoff. It deserves study and if studies will yield a more accurate under-standing and appraisal of our work then would be gained by an extended verbal description of the institution. Once again a year closes without a deficit. This is your glory and credit, not ours. But I mention the fact in order to emphasize the very great enhea.rtrnment it brings to our entire staff in Egypt.
