A tentative program of business was adopted. 2. REPORTS OF Mr. Innes reported upon the activities in America in SECRETARIES promoting the Cairo University interests. He described the campaign in Cleveland, Ohio, in the spring of 1916, and the campaign in Minneapolis in the fall of the same year. He explained the hindrances in the way of the campaign in Philadelphia up to the present time. He also made reference to his business interests claiming more of his time during the coming year and the propriety of a secretary being secured to aid continuously in the promotion work. Dr. Watson then reported upon his visit to Egypt, touch-ing upon the unique opportunity which belongs to us in this University project in view of present day developments in Egypt; the services he was able to render to the missionary cause in general; sense of God's presence and reality upon this journey; the negotiations which he had with the Government; the danger which threatened because of the Govern-ment's desire to postpone action until after the war; the securing of a final official statement from the Government welcoming the establish-ment of Collegiate, Agricultural, Teacher Training, and Theological Departments, leaving the remainder of the project to develop according to the natural evolution in the future; the negotiations which he had in Egypt in regard to the purchase of valley land; the difficulty of securing clear title to said land; the new urgency for securing a faculty. Among the matters presented by Dr. Watson, the following seemed to re-quire formal recognition or action on the part of the Board of Trustees; (1) The Agreement in the operation of the University to adjust our giving of degrees to laws which v ill be enacted by the British Govern-ment for the Protectorate, (2) The advisability of changing the name from University to some other general title, (:)) The necessity of abstaining from marked publicity, especially such publicity as would rench Egypt, with reference to the relationship of the University project to the Mohammedan religion, (4) The necessity of deciding upon a city site and of authorizing in financial campaigns, the secur-ing of funds for the same. Following Dr. Watsons' address, a minute was ordered placed on record as follows: The Trustees record their deep interest in the reports presented by the Secretaries of the progress made in promoting the plans of the University in America and Egypt, since their last meeting; their sense of deep gratitude for the Providence that has watched over Dr. Watson in his journey to Egypt and that has guided him in his diffi ult negotiations in Egypt; and their appreciation of the fullness of the information which is thus available for the consider-ation and decisions of the Trustees at this meeting.
