Measurement of efficiency and productivity of school units of Upper Secondary Education: the case of the High Schools of the Region of Central Greece, during the period 2016-2019

Economics considers training units as production systems, which use resources from the limited of the Economy and provide a variety of outputs. The object of this dissertation is the measurement of the efficiency and productivity of the school units of the Higher Secondary Education of the Region of Central Greece, during the period 2016-2019. The 65 General High Schools (GEL) and 18 Vocational High Schools (EPAL) of the Region of Central Greece are evaluated. Its goals are:1. The measurement of the relative efficiency, technique and scale, per examined year and the change of productivity between successive years, of the Lyceums of the Region of Central Greece. During this period, Greece was part of the support mechanism and pursued a restrictive fiscal policy.2. The investigation of the effects of environmental variables on the technical efficiency (with the assumption of variable returns) of the examined Lyceums.3. The comparison of the average performance of the Lyceums of the examined Region with the respective school units, countries of the world and mainly of the EU.4. The identification of the Lyceums, which could be used as benchmarks for the improvement of the performance of the technical efficiency and the change of the productivity of the other Lyceums.5. The comparison of the results of measurement of Technical Efficiency with orientation to the outputs with the methods of Data Envelopment Analysis / D.E.A., as well as with the method of Stochastic Frontier Analysis / S.F.A.The Doctoral Dissertation contributes to the bibliography in the following points:1. The change in the productivity of school units of Higher Secondary Education in consecutive years has been studied internationally in minimal work. For these school units, in Greece, it is researched for the first time.2. Internationally, for the first time, the results of technical efficiency are compared with the D.E.A. and the S.F.A. method (using the model that shows the best fit to the empirical data).3. For the first time, the efficiency (technique and scale) and the change of the productivity of the schools of the Higher Secondary Education, of the Region of Central Greece are measured.The measurement of efficiency is done with the methods of D.E.A. and the S.F.A. Productivity change is measured with the Index of total Productivity of Malmquist. Finally, the effect of environmental variables on technical efficiency is investigated with the methods of Ordinary Least Squares and Tobit analysis.Six inputs are examined: (total number of students, total number of teachers, total annual public expenditure, area (in sq.m.) of land, area (in sq.m.), building installation, number of PCs and four outputs: number of students of Lyceum, who graduated, number of excellent (school performance) students of Lyceum who graduated, number of students who graduated passed national exams for the first time and succeeded in Universities, number of excellent students who collected more than 18000 points in Panhellenic exams (gave exams for the first time).Environmental variables are examined if: the seat of the school unit, the school age, the student / teacher ratio, the per capita Gross Domestic Product per Regional Unit, have a statistically significant effect on the technical efficiency values of the school units with the assumption of performance variables.The measurement of technical efficiency with input orientation leads to the following: The technical efficiency with the assumption of constant scale returns for GEL ranges at [0,687-1,000] with an average yield of 0,859. The results reveal that on average GELs could produce the same amount of outputs with 0.141 (14.1%) less input. The efficiency with the assumption of constant scale returns for EPAL ranges in the range [0.662-1,000] with an average yield of 0.853. The results reveal that on average the EPAL could produce the same amount of outputs at least with 0.147 (14.7%) less input. That is, 14.7% waste of resources is found. While the efficiency with the assumption of scale variable yields ranges in the range [0,755-1,000] with an average yield of 0.912. This finding shows that on average the EPAL could produce the same amount of outputs at least with 0.088 (8.8%) less input. The technical efficiency with the assumption of variable scale yields for GEL, ranges in the range [0,768-1,000] with an average yield of 0.937. This finding shows that on average GELs could produce the same amount of output at least with 0.063 (6.3%) less input. The technical efficiency with the assumption of variable scale returns for EPAL, ranges in the range [0.755-1,000] with an average yield of 0.912. This finding shows that on average the EPAL could produce the same amount of outputs at least with 0.088 (8.8%) less input. The scale efficiency of GEL ranges at [0.768-1,000], with an average performance score of 0.937. Therefore, on average GELs are on average 0.063 (6.3%) away from the optimal scale. The scale efficiency of EPAL ranges from [0.755-1,000] with an average yield score of 0.929. Therefore, on average, EPAL are on average 0.071 (7.1%) away from the optimal scale.The descriptive statistical analysis reveals that:The relatively large GEL and EPAL had a higher average efficiency (with the assumptions of fixed and variable returns) than that of the relatively small GEL and EPAL.GEL and EPAL, with year of operation before 2000, had a higher average efficiency of variable returns than the corresponding of GEL and EPAL, with year of operation after 2000. While in relation to the average efficiency of fixed returns, GEL and EPAL with year of commissioning before 2000 had lower average technical efficiency than the corresponding of GEL and EPAL with year of commissioning after 2000. GEL and EPAL based in the Capital of the Regional Unit had a higher average efficiency (with the assumptions of fixed and variable scale returns) than the corresponding GEL and EPAL based in Provincial / Rural city.Econometric Analysis reveals that:The GEL with the assumption of variable scale returns, only the seat of the Lyceum had a statistically significant and positive effect on technical efficiency. For the EPAL, in the case of variable scale returns, none had statistical significance.The findings of the study show that, on average, an increase in total productivity for GEL, at a rate of 4.8% between consecutive years during the period under review. Examining the components of the productivity index, it is revealed that this is due to the combination of both the positive change in the average annual change in efficiency (2.7%) and the positive change in the average annual technological progress (2.1%). The findings of the study show that, on average, a increase in total productivity for EPAL, at a rate of 0.5% between successive years during the period under review. Examining the components of the productivity index, it is revealed that this is due to the combination of both the negative change in the average annual change in efficiency (-1.3%) and the positive change in the average annual technological progress (1.8%) respectively.Calculating the technical efficiency with output orientation, the following are found:The technical efficiency with the assumption of variable scales yields of GEL, ranges from [0.766-1,000] with an average yield of 0.936. This finding shows that on average GELs with fixed input quantities could produce at least 0.068 (6.8%) more output. That is, 6.8% of resource waste is found. While the technical efficiency with the assumption of the variable scales of the EPAL scales ranges at [0.709-1,000] with an average yield of 0.938. This finding shows that on average EPALs with constant amounts of inputs could produce at least 0.066 (6.6%) more output. That is, a waste of resources of 6.6% is found. The scale efficiency of GEL ranges at [0.687-1,000] with an average yield score of 0.918. The results reveal that on average GELs are at least 0.089 (8.9%) away from the optimal scale. The scale efficiency of EPAL ranges from [0.755-1,000] with an average yield score of 0.905. The results reveal that on average the EPALs are at least 0.105 (10.5%) away from the optimal scale.The measurement of technical efficiency by S.F.A. gave the following: The Cobb-Douglas model, Semi-Normal N + (0, σu2), which shows the best fit to the empirical data, was selected by statistical methodology, among four alternatives, which presents the best fit to the empirical data. Four inputs were used for each GEL: number of students, number of teachers, public expenditure (€), number of computers and one output: number of students who graduated (passed national exams for the first time) and went to the Universities of the country.The mean value of the technical efficiency with the S.F.A. was 0.923 (92.3%), while the corresponding one with the D.E.A. method was 0.922 (92.2%), for the years 2016, 2017 and 2018. The results of the technical efficiency of the school units, found with the application of the two methods (D.E.A. and S.F.A.), show very small differences (mean d = 0.00022). The test for the statistically advanced model for measuring S.F.A. with the specific data contributes to the literature, in terms of how to select the appropriate model S.F.A.Finally, jointly evaluating the technical efficiency with the assumption of variable scale returns and the change of total productivity, oriented to the inputs, are the following: The sixteen (25%) GEL: Karpenisi,1st Lamia, Distomou, Galaxidi, 2nd Thebes, Skyros, K.Tithoreas, Ypatis, 2nd Lamia, 6th Lamia, 5th Lamia, Domokou, Amarynthos, Malesina, Martinou and 3rd Thebes and seven(38.9%) EPAL: D. Fragkistas, 1st Chalkida, 1st Livadia, 1st Konistron, 1st Lamia, 1st Atalanti and 2nd Lamia have the best average performances. Fully efficient, ie Lyceums that have an efficiency equal to 1 and slack equal to 0, are the ten (15.6%) GEL (1st Thebes, Schimatari, 2nd Chalkida, Karpenisi, 1st Lamia, 4th Lamia, 6th Lamia, Ypatis, K .Vourlon and Itea) and five (27.8%) EPAL (1st Livadia, 1st Konistron, 1st Chalkida, 1st D. Fragkistas and 1st Lamia), for the school year 2018-19. Therefore, these GEL and EPAL are the school reference units for the other Lyceums of the Region of Central Greece for the school year 2018-19. These Lyceums can be used as benchmarks to improve the performance of other Lyceums. Also, jointly evaluating the technical efficiency with the assumption of variable scale returns and the change of total productivity, oriented to the outputs, are the following: The fourteen (21.8%) GEL: Karpenisi, 1st Lamia, Distomou , Galaxidi, Ypatis, 2nd Thebes, 2nd Lamia, Skyros, K.Tithoreas, 6th Lamia, 5th Lamia, Martinou, Malesina and Amarynthos and the six (33.3%) EPAL: D.Fragkistas, 1st Chalkida, 1st Livida , 1st Konistron, 1st Lamia and 2nd Lamia have the best average performance. Fully efficient, ie Lyceums that have an efficiency equal to 1 and slack equal to 0, are thirteen (20.3%) GEL (1st Thebes, 2nd Thebes, Distomou, Schimatari, Inofyta, 1st Chalkida, 2nd Chalkida, Karpenisi, 1st Lamia, K.Tithoreas, K. Vourlon, Itea and Lidoriki) and three (16.7%) EPAL (1st Chalkida, 1st Istiaia, 1st Lamia), for the school year 2018-19. Therefore, these GEL and EPAL are the school reference units for the other Lyceums of the Region of Central Greece, for the school year 2018-19. That is, these Lyceums can be used as benchmarks to improve the performance of other Lyceums.Η Οικονομική θεωρεί τις μονάδες εκπαίδευσης ως συστήματα παραγωγής, τα οποία χρησιμοποιούν πόρους από τους περιορισμένους της Οικονομίας και παρέχουν ποικιλία εκροών.Αντικείμενο της παρούσας διατριβής αποτελεί η μέτρηση της αποδοτικότητας και της παραγωγικότητας των σχολικών μονάδων της Ανώτερης Δευτεροβάθμιας Εκπαίδευσης της Περιφέρειας Στερεάς Ελλάδας, κατά τη χρονική περίοδο 2016-2019.Αξιολογούνται τα 65 Γενικά Λύκεια (ΓΕΛ) και 18 Επαγγελματικά Λύκεια (ΕΠΑ.Λ) της Περιφέρειας Στερεάς Ελλάδας.Στόχοι της είναι:1. Η μέτρηση της σχετικής αποδοτικότητας, τεχνικής και κλίμακας, ανά εξεταζόμενο έτος και της μεταβολής της παραγωγικότητας μεταξύ διαδοχικών ετών, των Λυκείων της Περιφέρειας Στερεάς Ελλάδας. Κατ’αυτή την εξεταζόμενη περίοδο η Ελλάδα ήταν ενταγμένη στο μηχανισμό στήριξης και εφήρμοζε περιοριστική δημοσιονομική πολιτική.2. Η διερεύνηση των επιδράσεων περιβαλλοντικών μεταβλητών στην τεχνική αποδοτικότητα (με την υπόθεση των μεταβλητών αποδόσεων) των εξεταζόμενων Λυκείων.3. Η σύγκριση των μέσων επιδόσεων των Λυκείων της εξεταζόμενης Περιφέρειας με των αντίστοιχων σχολικών μονάδων, χωρών του κόσμου και κυρίως της Ε.Ε. 4. Ο προσδιορισμός των Λυκείων, τα οποία θα μπορούσαν να αξιοποιηθούν ως benchmarks για την βελτίωση των επιδόσεων της τεχνικής αποδοτικότητας και της μεταβολής της παραγωγικότητας των λοιπών Λυκείων. 5. Η σύγκριση των αποτελεσμάτων μέτρησης της Τεχνικής Αποδοτικότητας με προσανατολισμό στις εκροές με την μέθοδο της Περιβάλλουσας Ανάλυσης Δεδομένων / Π.Α.Δ. (Data Envelopment Analysis / D.E.A.), καθώς και με την μέθοδο της Στοχαστικής Συνοριακής Ανάλυσης / Σ.Σ.Α. (Stochastic Frontier Analysis / S.F.A.). Η Διδακτορική Διατριβή συμβάλλει στη βιβλιογραφία στα κάτωθι σημεία:1.Η μεταβολή της παραγωγικότητας σχολικών μονάδων της Ανώτερης Δευτεροβάθμιας Εκπαίδευσης σε διαδοχικά έτη έχει μελετηθεί διεθνώς σε ελάχιστες εργασίες. Για αυτές τις σχολικές μονάδες, στην Ελλάδα, ερευνάται για πρώτη φορά. 2.Διεθνώς, για πρώτη φορά εξετάζονται συγκριτικά τα αποτελέσματα της τεχνικής αποδοτικότητας με τη μέθοδο D.E.A. και τη μέθοδο S.F.A.(με χρήση του υποδείγματος που παρουσιάζει την βέλτιστη προσαρμογή στα εμπειρικά δεδομένα). 3.Για πρώτη φορά, μετράται η αποδοτικότητα (τεχνικής και κλίμακας) και η μεταβολή της Παραγωγικότητας των σχολικών μονάδων της Ανώτερης Δευτεροβάθμιας Εκπαίδευσης, της Περιφέρειας Στερεάς Ελλάδας. Η μέτρηση της αποδοτικότητας γίνεται με τις μεθόδους της D.E.A. και της S.F.A.Η μέτρηση της μεταβολής της παραγωγικότητας γίνεται με τον Δείκτη Συνολικής Παραγωγικότητας του Malmquist.Τέλος, ερευνάται η επίδραση περιβαλλοντικών μεταβλητών στην τεχνική αποδοτικότητα με τις μεθόδους των Ελαχίστων Τετραγώνων και την ανάλυση Tobit. Εξετάζονται έξι εισροές: (συνολικός αριθμός μαθητών, συνολικός αριθμός καθηγητών, συνολικές δημόσιες ετήσιες δαπάνες, έκταση (σε τ.μ.) γης, έκταση (σε τ.μ.), κτιριακής εγκατάστασης, αριθμός Η/Υ και τέσσερις εκροές: αριθμός μαθητών της Γ΄ Λυκείου, που αποφοίτησαν, αριθμός αριστούχων (σχολική επίδοση) μαθητών της Γ΄ Λυκείου που αποφοίτησαν, αριθμός μαθητών που αποφοίτησαν και πέτυχαν στα Πανεπιστήμια, αριθμός αριστούχων μαθητών που συγκέντρωσαν πάνω από 18000 μόρια στις Πανελλαδικές εξετάσεις (έδωσαν εξετάσεις για πρώτη φορά). Ως περιβαλλοντικές μεταβλητές εξετάζονται αν η έδρα της σχολικής μονάδας, η ηλικία του σχολείου, η αναλογία μαθητές / καθηγητές, το κατά κεφαλήν Ακαθάριστο Εγχώριο Προϊόν ανά Περιφερειακή Ενότητα, επιδρούν στατιστικά σημαντικά στις τιμές της τεχνικής αποδοτικότητας των σχολικών μονάδων με την υπόθεση των μεταβλητών αποδόσεων.Η μέτρηση της τεχνικής αποδοτικότητας, με προσανατολισμό στις εισροές, οδηγεί στα κάτωθι: Η τεχνική αποδοτικότητα, με την υπόθεση των σταθερών αποδόσεων κλίμακας, για τα εξεταζόμενα τέσσερα έτη και τα ΓΕΛ κινείται στο διάστημα [0,687-1,000] και έχει μέση τιμή για ΓΕΛ 0,859. Τα αποτελέσματα αποκαλύπτουν ότι κατά μέσο όρο τα ΓΕΛ θα μπορούσαν να παράγουν τις ίδιες ποσότητες εκροών με 0,141(14,1%) λιγότερες ποσότητες εισροών. Δηλαδή, διαπιστώνεται σπατάλη πόρων κατά μέσο όρο 14,1%. Η τεχνική αποδοτικότητα, με την υπόθεση των σταθερών αποδόσεων κλίμακας για τα ΕΠΑ.Λ κυμαίνεται στο διάστημα [0,662-1,000] με μέση τιμή 0,853. Τα αποτελέσματα αποκαλύπτουν ότι κατά μέσο όρο τα ΕΠΑ.Λ θα μπορούσαν να παράγουν τις ίδιες ποσότητες εκροών με τουλάχιστον 0,147(14,7%) λιγότερες ποσότητες εισροών. Δηλαδή, διαπιστώνεται σπατάλη πόρων 14,7%, ελαφρώς υψηλότερη από την αντίστοιχη των ΓΕΛ. Η τεχνική αποδοτικότητα, με την υπόθεση των μεταβλητών αποδόσεων κλίμακας, για τα ΓΕΛ κυμαίνεται στο διάστημα [0,768-1,000] με μέση τιμή 0,937. Αυτό το εύρημα δείχνει ότι, κατά μέσο όρο, τα ΓΕΛ θα μπορούσαν να παράγουν τις ίδιες ποσότητες εκροών με τουλάχιστον 0,063 (ή 6,3%) λιγότερες ποσότητες εισροών. Η τεχνική αποδοτικότητα με την υπόθεση των μεταβλητών αποδόσεων κλίμακας για τα ΕΠΑ.Λ κυμαίνεται στο διάστημα [0,755-1,000] με μέση τιμή 0,912. Αυτό το εύρημα δείχνει ότι, κατά μέσο όρο, τα ΕΠΑ.Λ θα μπορούσαν να παράγουν τις ίδιες ποσότητες εκροών με τουλάχιστον 0,088 (ή 8,8%) λιγότερες ποσότητες εισροών. Δηλαδή, διαπιστώνεται σπατάλη πόρων 8,8%, ελαφρώς υψηλότερη από την αντίστοιχη των ΓΕΛ.Η αποδοτικότητα κλίμακας των ΓΕΛ κυμαίνεται στο διάστημα [0,768-1,000], με μέση βαθμολογία απόδοσης 0,937. Συνεπώς, τα ΓΕΛ απέχουν τουλάχιστον 0,063 (6,3%) από τη βέλτιστη κλίμακα. Η αποδοτικότητα κλίμακας των ΕΠΑ.Λ κυμαίνεται στο διάστημα [0,755-1,000] με μέση βαθμολογία απόδοσης 0,929. Συνεπώς, τα ΕΠΑ.Λ απέχουν τουλάχιστον 0,071 (7,1%) από τη βέλτιστη κλίμακα. Η περιγραφική στατιστική ανάλυση, αποκαλύπτει ότι:Τα σχετικά μεγάλα ΓΕΛ και ΕΠΑ.Λ είχαν υψηλότερη μέση αποδοτικότητα (με τις υποθέσεις των σταθερών και των μεταβλητών αποδόσεων) από την αντίστοιχη των σχετικά μικρών ΓΕΛ και ΕΠΑ.Λ. Τα ΓΕΛ και ΕΠΑ.Λ, με έτος έναρξης λειτουργίας πριν το 2000, είχαν υψηλότερη μέση αποδοτικότητα (μεταβλητές αποδόσεις) από την αντίστοιχη των ΓΕΛ και ΕΠΑ.Λ, με έτος έναρξης λειτουργίας μετά το 2000. Ενώ σε σχέση με τη μέση αποδοτικότητα (σταθερές αποδόσεις) τα ΓΕΛ και ΕΠΑ.Λ με έτος έναρξης λειτουργίας πριν το 2000 είχαν χαμηλότερη μέση τεχνική αποδοτικότητα από την αντίστοιχη των ΓΕΛ και ΕΠΑ.Λ με έτος έναρξης λειτουργίας μετά το 2000. Τα ΓΕΛ και ΕΠΑ.Λ με έδρα λειτουργίας την Πρωτεύουσα της Περιφερειακής Ενότητας είχαν υψηλότερη μέση αποδοτικότητα (με τις υποθέσεις των σταθερών και των μεταβλητών αποδόσεων κλίμακας) από την αντίστοιχη των ΓΕΛ και ΕΠΑ.Λ με έδρα λειτουργίας σε Επαρχιακή / Αγροτική πόλη. Η Οικονομετρική Ανάλυση, αποκαλύπτει ότι:Για τα ΓΕΛ, με την υπόθεση των μεταβλητών αποδόσεων κλίμακας, μόνο η έδρα του Λυκείου είναι στατιστικά σημαντική (επίπεδο 1%) και είχε θετική επίδραση στην τεχνική αποδοτικότητα.Για τα ΕΠΑ.Λ, με την υπόθεση των μεταβλητών αποδόσεων κλίμακας καμία δεν είχε στατιστική σημαντικότητα.Τα ευρήματα της μελέτης δείχνουν, κατά μέσο όρο, αύξηση της συνολικής παραγωγικότητας για τα ΓΕΛ με ρυθμό 4,8% μεταξύ διαδοχικών ετών κατά την εξεταζόμενη περίοδο. Κατά την εξέταση των συνιστωσών του δείκτη της παραγωγικότητας, αποκαλύπτεται ότι αυτό οφείλεται στον συνδυασμό τόσο της θετικής μεταβολής της μέσης ετήσιας μεταβολής της αποδοτικότητας (2,7%), όσο και της θετικής μεταβολής της μέσης ετήσιας τεχνολογικής προόδου (2,1%). Τα ευρήματα της μελέτης δείχνουν, κατά μέσο όρο, αύξηση της συνολικής παραγωγικότητας για τα ΕΠΑ.Λ με ρυθμό 0,5% μεταξύ διαδοχικών ετών κατά την εξεταζόμενη περίοδο. Κατά την εξέταση των συνιστωσών του δείκτη της παραγωγικότητας, αποκαλύπτεται ότι αυτό οφείλεται στον συνδυασμό τόσο της αρνητικής μεταβολής της μέσης ετήσιας μεταβολής της αποδοτικότητας (-1,3%), όσο και της θετικής μεταβολής της μέσης ετήσιας τεχνολογικής προόδου(1,8%) αντιστοίχως. Η μέτρηση της τεχνικής αποδοτικότητας, με προσανατολισμό στις εκροές, οδηγεί στα κάτωθι: Η τεχνική αποδοτικότητα, με την υπόθεση των μεταβλητών αποδόσεων κλίμακας για τα ΓΕΛ, κυμαίνεται στο διάστημα [0,766-1,000] με μέση τιμή 0,936. Αυτό το εύρημα δείχνει ότι, κατά μέσο όρο, τα ΓΕΛ με σταθερές ποσότητες εισροών θα μπορούσαν να παράγουν τουλάχιστον 0,068 (6,8%) περισσότερες ποσότητες εκροών. Δηλαδή, διαπιστώνεται απώλεια εκροών 6,8%. Η τεχνική αποδοτικότητα με την υπόθεση των μεταβλητών αποδόσεων κλίμακας των ΕΠΑ.Λ κυμαίνεται στο διάστημα [0,709-1,000] με μέση τιμή 0,938. Αυτό το εύρημα δείχνει ότι, κατά μέσο όρο, τα ΕΠΑ.Λ με σταθερές ποσότητες εισροών θα μπορούσαν να παράγουν τουλάχιστον 0,066 (6,6%) περισσότερες ποσότητες εκροών. Δηλαδή, διαπιστώνεται απώλεια εκροών 6,6%. Η αποδοτικότητα κλίμακας των ΓΕΛ κυμαίνεται στο [0,687-1,000] με μέση βαθμολογία απόδοσης 0,918. Τα αποτελέσματα αποκαλύπτουν ότι, κατά μέσο όρο, τα ΓΕΛ απέχουν τουλάχιστον 0,089 (8,9%) από τη βέλτιστη κλίμακα. Η αποδοτικότητα κλίμακας των ΕΠΑ.Λ κυμαίνεται στο διάστημα [0,755-1,000] με μέση βαθμολογία απόδοσης 0,905. Τα αποτελέσματα αποκαλύπτουν ότι, κατά μέσο όρο, τα ΕΠΑ.Λ απέχουν τουλάχιστον 0,105 (10,5%) από τη βέλτιστη κλίμακα. Για την μέτρηση της τεχνικής αποδοτικότητας με την μέθοδο S.F.A. επιλέχθηκε, μεταξύ τεσσάρων εναλλακτικών υποδειγμάτων, το υπόδειγμα Cobb-Douglas, Ημι-Κανονική N+(0, σu2), το οποίο παρουσιάζει την καλύτερη προσαρμογή στα εμπειρικά δεδομένα. Η μέση τιμή της τεχνικής αποδοτικότητας με την μέθοδο S.F.A. ήταν 0,923 (92,3%), ενώ η αντίστοιχη με την μέθοδο D.E.A ήταν 0,922 (92,2%), για τα έτη 2016, 2017 και 2018. Τα αποτελέσματα της τεχνικής αποδοτικότητας των σχολικών μονάδων, που βρέθηκαν με την εφαρμογή των δύο μεθόδων (D.E.A. και S.F.A.), εμφανίζουν πολύ μικρές διαφορές (μέση τιμή d = 0,00022). Τέλος, αξιολογώντας τα Λύκεια από κοινού με την τεχνική αποδοτικότητα, με την υπόθεση των μεταβλητών αποδόσεων κλίμακας και με τη μεταβολή της συνολικής παραγωγικότητας, με προσανατολισμό στις εισροές, αποκαλύπτεται ότι τα τα δεκαέξι (25%) ΓΕΛ: Καρπενησίου, 1ο Λαμίας, Διστόμου, Γαλαξιδίου, 2ο Θήβας, Σκύρου, Κ.Τιθορέας, Υπάτης, 2ο Λαμίας, 6ο Λαμίας, 5ο Λαμίας, Δομοκού, Αμαρύνθου, Μαλεσίνας, Μαρτίνου και 3ο Θήβας και τα επτά (38,9%) ΕΠΑ.Λ: Δ. Φραγκίστας, 1ο Χαλκίδας, 1ο Λιβαδειάς, 1ο Κονιστρών, 1ο Λαμίας, 1ο Αταλάντης και 2ο Λαμίας έχουν τις καλύτερες μέσες επιδόσεις. Πλήρως αποδοτικά, δηλαδή Λύκεια που έχουν αποδοτικότητα ίση με 1 και slack ίσο με 0, είναι τα δέκα (15,6%) ΓΕΛ (1ο Θήβας, Σχηματαρίου, 2ο Χαλκίδας, Καρπενησίου, 1ο Λαμίας, 4ο Λαμίας, 6ο Λαμίας, Υπάτης, Κ.Βούρλων και Ιτέας) και πέντε (27,8%) ΕΠΑ.Λ (1ο Λιβαδειάς, 1ο Κονιστρών, 1
