MINUTES OF MEETING OF COUNCIL JUNE 26, 1937 - 11 a.m. 1731. PRESENT: President Watson, in the chair , Messrs. McClenahan, Cleland, Vandersall. Dr. Watson led in prayer. 1732. MINUTES: Council approved the minutes of the meeting of June 1, 1937. 1733. INFORMATION AND RECORD: Recent personnel changes are: appointment of H.L. Sensemann to College on special 3 year contract; of John M. Phelan on special one year contract with Department of Education; of Russell C. Tuttle on usual three year contract for College; also the resignation of Dr. Arthur Jeffery to accept a Columbia University appointment, to become effective in January, 1938; the transfer of Dr. McClenahan’s furlough from 1938-39 to the summer of 1937 until January 1938; the permission by the Finance Committee of the Trustees to Mr. and Mrs. Howard to adopt twins. Also the following actions taken executively were noted and approved: the sale of the Ford car for L.E.18; the engaging of Mrs. Maurer as Assistant in the Library at a salary of L.E.120 for ten months September, 1937, to June 30, 1938; the reduction of prices of Adams "Islam" and Gairdner's "Phonetics” and the sale of surplus unbound quires, the new prices are P.T.8I' and P.T.20 respectively; various adjustments in the budget for 1937-38 such as L.E.81 instead of L.E.80 for Assistant in Library, L.E.120 for Howard twins allowances and L.E.60 for their travel, L.E.32 instead of L.E.22 for Inter-Mission grants; the merging of the Students Hall and Dining Rooms accounts; also a general statement was made as to the outlook for the occupation of University apartments. 1734. BONDING OF EMPLOYEES: Dr. Watson read a recent letter from the Finance Committee of the Trustees, noting especially two points: (a) everyone handling money or cheques should be bonded; (b) the policies should be written in the United States. Council voted that the President should be asked to communicate to * the Finance Committee of the Trustees the following observations and suggestions: 1) - The Cashier is the only employee that Council thinks needs to be bonded. This should be done preferably in Cairo, as a policy for L.E.500 is recommended. 2) - The other two persons who handle money are the Bursar or Acting Bursar and the Vice Bursar. Council feels that because of the nature of the financial arrangements between the Trustees and permanent men, the Trustees already have sufficient control over a permanent man’s allowances, so that further protection seems an unnecessary expense. However, if the Finance Committee desires protection, Council suggests that these policies should be written in the United States. 3) - Council requests that the expense of this bonding be made an addition to the University's present budget, as no provision has been made for it otherwise
