President's Report Page 2 RETIREMENT POLICY Board of Trustees November 1988 The many hours spent within the University and the several sessions spent by the Board in considering retirement policy turned out to have been highly productive. The new policies adopted by the Board in May were well received. The increased contributions to TIAA are already in effect. The PPP will seek to identify an adequate retirement program in Egypt for local faculty this year~ the increase in their contributions will go into effect at that time. And faculty and administrators reaching or over 60 are being told individually what levels of bonuses they can expect during the interim five year period established by the Board. UNIVERSITY COUNCIL At the time I wrote this letter the final text of the proposed revised University Council had not yet been frozen, though changes from the one presented to the Board last May are likely to be small. The Board at that time welcomed the evolution of the Council into a cooperative body advisory on policy matters to the President. It also indicated it wanted to send a visiting committee to look into the rather cumbersome and creaky committee structure before taking final decisions. Proposals to appoint such a committee will be before the Academic Committee this session and I hope the members can come in the winter, preferably before or after the Board meeting. LONG RANGE PLAN This is the first year of implementation of the Long Range Plan the Board approved in 1987. The faculties in ELI and Freshman Writing Program have been enlarged to accommodate the increase in student intake. Construction engineering is underway, and the Department of Theatre, Music and Art has been established. Next year will see most of the other elements started as well - with the appointment of a biologist, a faculty member to teach Scientific Thinking, initial steps to introduce the Freshman Seminar, an additional construction engineering professor, and new faculty members for art and for music. In adult education, where the plan encouraged the development of extension work, we have moved rapidly. In Cairo we are working not only in Heliopolis but also in Mohandiseen. Elsewhere in Egypt we have programs, mainly in cooperation with other universities, in Tanta, Fayoum, Beni-Suef, Port Said, Kafr El-Sheikh, Zagazig and Minia. And agreements have been signed to open programs in Mansoura and Alexandria
