Board 2/58-Appendix C-page 5 During the past year major changes were effected in the finan-cial operations of the University at Cairo, those changes having been authorized in the last meeting of the Board. This step in University reorganization was but one of several taken in this past. year according to a basic 'plan presented to the Board two years ago, The old University Council is now converted to a policy-clearing University Senate, with the program administration now falling under the direction of four Councils (one still not fully activated); these ' are the Academic Council, the Student Personnel Services Coun-cil, the Public Affairs Council, and the General Services Council. (This last cares for business and financial matters, buildings and grounds, auxiliary enterprises, and the like.) During the year the graduate and undergraduate faculties, pre-viously authorized as the basic functional units for academic pro-gram, have established their identity and have gotten well under way. The titles of the earlier organizational units of the Univer-sity (Faculty of Arts and Sciences, School of Oriental Studies, Faculty of Education, Division of Extension, and Social Research Center) have been kept, at least for the time being, for purposes of identification and promotion, but the actual educational pro-cedures are the responsibilities of the two basic faculties. This is not only simpler, but step by step allows for a stronger, simpler, more integrated program, and for a steady redt'ction in administra-tive costs, The administrative readjustments within the Social Research Center, this past year, provide a case in point, When Dr. Provinse left Cairo as Director of the Social Research Center, to replace Dr. Howard in the ITew York office, the basic administration, of the Center (having to do with budgets, personnel and University relation-ships) was placed in the hands of the dean of the graduate faculty. This same officer, already the head of the School of Oriental Studies, thus became the prime administrator for the two units of the Univer-sity now offering graduate work, Dr. Laila I."amamsy, a senior re-search assistant on the staff of the Center, became "acting director" with her administrative functions confined to internal program mat-ters. Much of her time is given directly to research. If need be, as the work of the School of Oriental Studios in-creases, a program director for that unit, who also teaches, can be appointed, keeping the basic administration in the hands of the dean of the graduate faculty. In the same way, the dean of the under-graduate faculty is now the basic administrator of the entire flA program, with "teaching-directors" . for Evening Studies and the English Language Institute. This shift will also affect the present Faculty of Education as its dean comes to the time of retirement. Student Personnel Services, for both the undergraduate and graduate levels (although the program has not actually been effected on the latter) are now separated, in administration, from the res-ponsibilities of the two "academic deans", and have become well established this past year
