Appendix G March 10, 1958 REPORT OF COMMITTEE ON FINANCIAL MATTERS The American University at Cairo This committee recommended the following program, which was accepted by the Board of Trustees in its meeting 24 February to 1 March, 1958. I Reduction in Operational. Expenditures A. In New York 1. The full "International Program" of the University, em-barked upon last year, will be curtailed for the time being. Only the promotional, public-relations and fund-raising efforts will be maintained at full strength in the New York office. (This will mean one professional staff salary from January 1, 1958, instead of two as was the case for some years prior to that time; an annual savings of $15,000.00.) 2. The Executive Committee of the Board of Trustees has been empowered to unite the University with the Near East College As-sociation if, upon further investigation, it appears that such a union would be successful in reducing New York management expenses or in increasing income for University support, particularly from government sources. (Conversations have already begun to this end. The Execu-tive Committee will meet in May for a final decision.) B. In Cairo 1. In a special meeting in November,. in New York, a decision was made to consolidate' the present offices of Comptroller and Business Manager into one, to release both staff members now oc-cupying the offices, and to employ Mr. Alwyn Holtz as the new Comptroller-Business Manager, to begin work October 1, 1958. All these arrangements have been completed. It is expected that Mr. Holtz will be able to effect many economies in the direct operations in Cairo, and will be able greatly to improve the budgetary and fiscal operations. 2. Administrative reorganization into the graduate and under-graduate faculties will reduce administrative costs, with the Unit Directors (School of Oriental Studies, Faculty of Education, etc.) being teaching directors. The budgeted costs covering such persons will not be reduced, but most of their work will go to teaching, thus actually reducing administrative overhead considerably
