They are outlined in the next section. had planned to announce to the Board that the University had re-tained a remarkably qualified senior budget officer. Arrangements had been virtually completed for his coming; however, only days before the Board meeting, chiefly for medical reasons, he has been unable to join our staff. This is a serious loss and we will have to begin once again, this time on a crash basis, to search for a quali-fied senior budget officer to handle an increasingly large and compli-cated University financial operation. Locating such a person is so important that I now plan to go to the United States as soon as plans can be made. Our administrative capacity as an institution is not I yet adequate to our new opportunities. Probably our most important organizational challenge here in Cairo is to expand our administrative capacity at every level: program promotion, business management, personnel management , etc. Those in the organization who show the capacity for leadership are over-taxed. We are moving to a new scale of operation and our administrative organization must grow accordingly. Our administrative limitations are probably going to be the main limitations on our growth for the next two or three years. III. Development of the University: In envisaging our future development certain principles guide us. This University wi II remain small. Resources must be concen-trated in a few fields if we are to make any contrIbution to the e I society in which we work. We must choose our fields of concentration with great care.
