The appointment during the coming year of Ass oeiate Professors in English and Education will somewhat relieve the situation, but there- is still urgent need for an Assistant Bursar and a perm-anent head for thu work in Journalism. With Vandersall and Dr. Boktor ap-proaching a not-too-distant retirement, it is imperative that their replacements be recruited in ample time to allow for thorough training. IV - Paying the Bills The financial record of University operations in Cairo was unusually good. Prominent in the Bursar's excellent report are the following significant facts: All departments save one spent less than the budget provided; all depart-ments received a local income larger than budgeted. The high local income was due both to large enrollments and extensive renting of Ewart Memorial and Oriental Halls. The Finance Committee has given careful study to fees, and has recommended increases for the current year in the Faculty of Arts and Sciences and the School of Oriental Studies. Unusual assistance for,icholarship funds was given by local agencies. To meet the expenses of some of the Palestinian Arab refugee students, the Egyptian Government contributed nearly one thousand pounds, and the Arab League fifteen hundred pounds. Alumni and old students added another two hundred pounds. Thus the scholarship funds, which started the year with a debit balance of almost six hundred pounds, closed the year with a seven hundred pound credit. As tuition fees are increased, scholarship funds must keep pace if worthy students are to be given an education. The record of the year encourages us to believe that much more generous Egyptian support is possible. Closing Lincoln School cost the University nearly three thousand five hundred pounds, an item not included in last year's budget. This sum was . duo partly as compensation given on release from work under Egyptian law and practice, and partly to salaries for the summer of 1951 paid for work done during the preceding academic year. It is a matter of great satisfaction that the entire charge was absorbed in the budget without either a special request to the Trustees or in-clusion in futuro budgets. Funds for payment camp partly from Grant-in-Aid (from the Ministry of Education) in which a year's balance is always carried, partly from the University's insurance-retirement plan for local employees and partly from savings in the budget. In spite of this heavy charge, nearly one thousand pounds were returned to the Trustees as savings on the year's operations. With the current budget for 1951-52, the University approximates the 4125,000 minimum University budget for field operations considered essential for the maintenance of the University concept and program. Tho cost-of-living in Lgypt is still rising, but the University will do its utmost to keep within this minimum figure. Anything loss than this amount will make it almost impossible to continuo to servo Egypt as a "University
