64 - 3 There was full consideration of the budget for Cairo with discussion of sug-gestions for decreasing expenses and inoreasing income both in America and in Egypt. Savings in the budget proposed by Dr. Badeau in his letter of July 30 were reviewed and the following aotions were taken: RESOLVED 1. That the appointment of a permanent American in education be de-ferred temporarily and not included in the budget for 1949-5). 2. That the appointment of a permanent American in English be de-ferred temporarily with the understanding that L.E.800 of the amount budgeted for this appointment for 1949-50 would be used to employ a teacher looally (Mr. Bumford) . 3. That the appointment of a permanent American in journalism be deferred temporarily with the understanding that approximately half of the amount budgeted for this item would be used to employ an American on short-term appointment (Mr. Edmondson) . In view of the fact that no American had yet been found for permanent appoint-ment in philosophy, it was felt that part of the budget for this work could be saved during 1949-50. Furthermore, since these permanent appointments are de-ferred for the present year, there will be less expense for retirement premiums F1irther consideration of possibilities for decreasing expenses in Egypt indi-oated that this might be accomplished by a number of economies throughout the budget. Similarly, it was expected that the Philadelphia office could effect a small saving. The total of these items was as follows: Education appointment $6,300. Journalism appointment 3,500. English appointment 4,000. Philosophy appointment 5,000. General expenses, Cairo 10,000. General expenses, Philadelphia . . . . 500. Reticent premiums 1,200. $30,500. Taking this figure from the total to be secured in America for Cairo and Philadel-phia will leave a bianoe of 4170,397.53. To this was added $1,000 for the mid-winter trip to Egypt of the Field Director, making a combined budget of $171,397.53. Another suggestion for saving on the Cairo budget was that the bonus for the high cost of living in Egypt be reduced from 20% of the salary to 10% for permanent staff, since the increases in salaries effected last year should have brought real relief to the staff. It was noted that the bonus was actually higher than f ormer-ly since it was calculated on the higher salaries. It was suggested that the word "bonus" be changed to "allowance" or sane similar term.
