"We have examined the Pacific Southwest Water Plan prepared by the Department of the Interior. Although each of us has some reservations as to the details of this plan, we consider it to be a sound vehicle for mutual cooperation. Further, kwe explicitly endorse the objectives set forth by this regional plan. We specifically endorse the proposal that a Lower Colorado Development Fund be established that will put the river to work for the region to finance future water projects.
