Brown of California and Paul Fannin of Arizona, after conferring with Secretary of the Interior Stewart L. Udall and Under Secretary James K. Carr to discuss the Pacific Southwest Water Plan prepared by teh water experts of the Department of the Interior, issued the following joint statement: "The two states we represent contain the fastest growing areas in the United States. They also contain areas which are faced with threats of the most critical water shortages in the years ahead. Last year the protracted water rights dispute between our states was adjudicated by the United States Supreme Court. The orderly growth of the Pacific Southwest demands that new water projects be built and new water conservation plans be implemented soon both by the Congress and by the states. We are cognizant of the fact that a renewal of the bitter water rights fights of the past can only result in sterile disputes which will seriously restrict the growth of the entire Pacific Southwest. "We have examined the Pacific Southwest Water Plan prepared by teh Department of the Interior. Although each of us has some reservations as to the details of this plan we consider the basin approach to overall planning and development to be an essential Sound vehicle for mutual cooperation. Further, without reference to any specific authorizing legislation, we endorse the objectives of a regional plan which includes a basin account for the projects ready for immediate authorization as well as those projects subsequently authorized by the Congress to further implement a regional plan.Epson Perfection 4870 Photo, 400 dpi, 8 bit, 2,217,130 byte
