The need is urgent. Settlement of the basic rights of the States to Lower Colorado River water is in immediate prospect. Key basic concepts on a regional approach have received wide support and approval. Soundly conceived plans are available to support a request for authorization of initial key developments. Immediate and long-range developments can be founded on the firm financial base of a regional development fund. The rights and aspirations of the individual States and of the areas within States can be respected and met. If the States and the many varied interests of this great Pacific Southwest region unite and bend their efforts to achieving common objectives, I am optimistic of success. If, on the other hand, divergent avenues are taken in the hopes of partial and temporary achievement, then the resumption of bitter feuding and its end product, stalemate, will result. I am convinced that the path of progress is the path of united action. I am confident that the Initial Pacific Southwest Water Plan presented herein opens that path. I recommend, therefore, that the Congress approve the Initial Pacific Southwest Water Plan and that it enact those authorizations and other implementing actions recommended herein.
