We recognize that a way must be found to maintain a basic water supply which will provide at least the equivalent of the 7.5 million acre feet per annum of mainstream Colorado River water apportioned by the Supreme Court in Arizona v. California. "We have examined the Pacific Southwest Water Plan prepared by the Department of the Interior. Although each of us has some reservation as to the details of this plan, we explicitly endorse its regional objectives as a vehicle for mutual cooperation, and consider that it is an appropriate base upon which to initiate legislative consideration of the critical water problems of the Pacific Southwest.
