Document: United States Depart of the Interior News Release, Interior Supports Legislation to Preserve Jurisdiction of Congress over Hydroelectric Project Sites on Lower Colorado River, May 23, 1964, page 2Therefore, Lower Basin projects "present basically questions of water development, not of power development per se;" and to consider Lower Basin projects primarily from the context of single purpose hydroelectric development (as the Arizona Power Authority Project at Marble Canyon would do), is to overlook the basic problem confronting the region, the Department added. The Department attached to its legislative report to the House Committee a copy of the proposed Pacific Southwest Water Plan. The Plan, containing a package of comprehensive water development proposals designed to meet present and anticipated water-supply needs of the Pacific Southwest region, is under consideration by the Bureau of the Budget. Among its proposals is the establishment of a Pacific Southwest Development Fund to assure the financial solvency of Southwestern water resource development projects and other conservation measures. The Fund's major source of revenues would come from the marketing of hydropower generated at the Marble Canyon and Bridge Canyon sites on the lower Colorado River. x x x P.
