2. The Secretary make no presentation to the Congress until ample opportunity is provided all those interested in water resource development in Contra Costa County to be fully informed as to said Plan by virtue of public presentations made by officials and personnel of the Department of Interior, in order to be able to determine that said Plan will not adversely affect the potential growth of the economy of the Western Sacramento - San Joaquin Delta and the Counties of Origin; 3. Pending availability of information as set forth in 1. and 2. immediately above, and findings of non-injury to Contra Costa County and all other Counties of Origin, this Board goes on record as opposing said Plan and urging all others in California, including the Governor of the State of California, the California Water Commission, the Department of Water Resources, and all other responsible parties to join in objecting to said Plan as it is now formulated, and opposing any move to implement said Plan, for the reasons set forth herein; and BE IT FURTHER RESOLVED that copies of this resolution be forwarded to the Governor of the State of California, all Congressional representatives of the State of California, and appropriate Federal and State Legislative and Congressional committees, the California Water Commission, and the Department of Water Resources.
