Document: Resolution of the Board of Directors of Contra Costa County Water District, October 29, 1963, page 1Statement of CONTRA COSTA COUNTY WATER DISTRICT concerning the PACIFIC SOUTHWEST WATER PLAN United States Department of the Interior Report of August 1963 presented to the CALIFORNIA WATER COMMISSION Sacramento, 1 November 1963 Introduction The Contra Costa County Water District is pleased to have the opportunity to appear before the California Water Commission to present its views concerning the Pacific Southwest Water Plan. The Plan has profound and long-lasting implications with respect to all the States concerned. The District has made a thorough analysis of the report of the Department of the Interior. This brief statement is confined to a summary of the District's analyses of the impact of the proposed Plan (PSWP) as presently formulated, upon California, particularly Northern and Central California, and of its conclusions as to necessary revisions of the proposal that might make it more equitable and acceptable to California. No attempt will be made to describe the Plan, its physical features or its purported accomplishments. This has already been done very effectively by the Department of Water Resources. Nor is this statement concerned with those physical features of the PSWP which are of concern only to the other Colorado River Basin states.
