The California Water Commission now holds State filings which were made in 1956 covering appropriation of water on the various reservoirs proposed to be constructed under the Pacific Southwest Water Plan. In recent months the Bureau of Reclamation has by-passed the use of State filings in furtherance of its projects, thereby eliminating certain protection afforded under the State filings. Unequivocal commitments should be obtained from the Department of Interior that it intends to comply with State water right procedures, particularly the use of State filings. 8. PROJECT WORKS PROPOSED FOR THE BENEFIT OF THE AREAS OF ORIGIN IN CALIFORNIA FROM WHICH THE DEPARTMENT PROPOSES TO EXPORT 2.4 MILLION ACRE FEET ANNUALLY. Department of Interior representatives have indicated recently that project works will be made available in Northern California under the Pacific Southwest Water Plan. These features should be clearly delineated before any report is submitted to Congress so that persons in the areas of origin may know precisely what benefits they may receive from such a plan. In summary, our County recommends that the California Water Commission recommend to The Governor of this State that the Pacific Southwest Water Plan not be submitted to Congress until such time as clarification of the foregoing and other points are obtained.
