1. North Coastal California reservoir storage projects. Locations being given priority consideration include sites on the Trinity River, South Fork Trinity, Eel, Mad, and Van Duzen Rivers. Water from coastal stream impoundments would be introduced into the Sacramento River by transmountain diversion. 2. Enlargement of the potential East Side Division of the Central Valley Project to transport the additional water southward along the east side of the San Joaquin Valley to point of connection on the California Aqueduct enlargement. Included would be those measures for the protection and enhancement of the Sacramento-San Joaquin Delta which might prove necessary as a result of developing the Water Plan. 3. Cedar Spring-Perris Aqueduct to conduct water imported through the enlarged California Aqueduct to the Metropolitan Water District system serving southern California coastal cities. 4. Cedar Springs-Hayfield-Imperial Aqueduct to provide another possible connection to the Metropolitan Water District system or to connect the enlarged California Aqueduct to Colorado River water users in the Imperial and Coachella Valleys. "The essence of the Water Plan for the Pacific Southwest, " Interior spokesmen said, " is to push ahead right now with the authorization of those water conservation projects that we know are sound, needed, and wanted; and to expedite feasibility reports on the importation of water from northern to southern California." These measures, they said, constitute the Initial Plan for the Pacific Southwest. Water conservation works being recommended for immediate authorization under the Initial Plan are estimated to cost about $1.7 billion to construct. They will pay their own way as Bureau of Reclamation Projects with only the costs of recreation developments, measures for the conservation of fish and wildlife resources, and the costs assigned to flood control and area redevelopment to be borne by the United States as a matter of public policy. All the other costs will be repaid within 50 years after each project becomes revenue producing. Preliminary Report Revised The new Pacific Southwest development proposals substantially revised a preliminary report on the Pacific Southwest Water Plan which was forwarded to the Governors of the Colorado River Basin States last August for review and comments. Interior spokesmen said the Governors had made excellent and constructive suggestions and that each Governor was fully cognizant that the States adjacent to the lower Colorado River must plan together for their regional water needs or parch separately.
