system of impoundments and conveyance facilities to transport excess water from coastal streams of northern California to southern California. This recommendation includes guarantees protecting the water rights of the areas of origin. 4. Water salvage and recovery programs to assure the maximum beneficial use of existing supplies. 5. The immediate authorization, within the framework of the Initial Plan, of projects of proven feasibility and needs. These include, in addition to Marble Canyon and Bridge Canyon Dams and Powerplants, the Central Arizona Project (with Hooker Dam and Reservoir in New Mexico as one of its components); the Southern Nevada Water Supply Project; the Moapa Valley Pumping Project, Nevada; and the Dixie Project, Utah. Southwest Faces Water Crisis Water experts in the Department of the Interior said that the time when the water problems of the Pacific Southwest were suited to a piecemeal approach on the basis of individual projects has long since passed. They warned that the Pacific Southwest is facing the greatest water crisis in the Nation's history, and an effective regional effort to meet this crisis is absolutely essential. Department spokesmen said that surface and ground-water supplies in the area are inadequate to sustain even the present population with its attendant industry and agriculture, and that the Pacific Southwest is the fastest-growing region in the entire country, where the present population of 11 million is expected to triple within the next 40 years. Additional water, they said, must be made available to forestall economic stagnation with serious consequences not only to the Southwest, but ultimately to the Nation as a whole. They expressed confidence that the Pacific Southwest Water Plan, as now revised, can put the region back on the road to water sufficiency. Development Fund is Keystone Keystone of the Initial Pacific Southwest Water Plan is the proposed Pacific Southwest Development Fund. Revenues would accrue to the Development Fund from the proposed Bridge Canyon and Marble Canyon Powerplants, and the Fund would also receive the net revenues from the existing Hoover Powerplant and the Parker-Davis Powerplants after those Federal projects have met their existing financial obligations.
