Pacific Southwest. These projects, however, can be staged in phases as the water needs of the areas expand. Accordingly, it is contemplated that provisional authorization of various projects be made which will grant to the Secretary of the Interior the power to construct these future projects upon certification to the President and the Congress that in his judgment the projects are economically feasible, and that the water to be provided thereby can be put to beneficial use within a reasonable length of time. The projects proposed for such provisional authorization follow: a. Central Arizona Project incremental capacity to provide an additional 1,200,000 acre-feet per annum for municipal and industrial use. The water supply for the increased capacity would be provided by imports from other areas in conjunction with water exchange agreements. The facilities associated with this supply are the Lower Eel River storage and diversion facilities, incremental conveyance capacity in the East Site Division, Central Valley Project, the Lake Havasu Aqueduct and the parallel Central Arizona aqueduct. In addition, a water reclamation and reuse project is proposed for construction. b. California Aqueduct supplemental supplies to provide for increased uses in southern California. It is proposed that the Trinity River Project and the South Fork Trinity River Project, each of which will produce approximately 600,000 acre-feet per annum, be provisionally authorized. It is apparent that additional terminal storage facilities will also be needed in southern California, hence it is proposed that the provisional authorization also include authority to construct the Apple Valley and De Luz dams and reservoirs. c. Southern Nevada Water Supply Project, second and third stages, is also proposed for provisional authorization. The second stage would provide an additional 180,000 acre-feet per annum after 1990 to accommodate increased uses in the Las Vegas and El Dorado Valleys. d. Canal lining programs in the Imperial and Coachella Valleys, California, are proposed as a means of conserving water supplies available for use in California. The programs are proposed for provisional authorization dependent upon satisfactory agreements being concluded between the Secretary of the Interior and interested Irrigation Districts which would prevent waters salvaged by the canal lining from being used to irrigate new agricultural lands. e. Tributary Projects in Arizona and New Mexico are also proposed for provisional authorization dependent upon a finding that such projects are economically feasible. In the main, the proposed projects would be located in the Little Colorado and Gila River drainage basins in Arizona and New Mexico, and in areas draining directly into the Colorado River.
