To meet head-on the present and growing water crisis in the parched Pacific Southwest, Congress should be asked to authorize a self-financing $4 billion water resources development program for the region, to be accomplished in two phases. The two phases would start five years apart and men concurrently during much of their duration. a. Phase 1, at a cost of $1,921 billion, would take care of the more immediate needs of the region. It should start in 1965 and be completed by 1985.
