DRAFT 8-13 RECOMMENDATIONS 1. To meet head-on the present and growing water crisis in the parched Pacific Southwest, Congress should be asked to authorize a self-financing $4 billion water resources development program for the region, to be accomplished in two phases. The two phases would start five years apart and men concurrently during much of their duration. a. Phase 1, at a cost of $1,921 billion, would take care of the more immediate needs of the region. It should start in 1965 and be completed by 1985. Main elements of construction would be: 1) The Central Arizona Aqueduct system to divert 1,200,000 acre-feet from the Colorado River, becoming available in Arizona by 1974. 2) Enlargement of the California State Water Plan Adequct, now planned for 1,800,000 acre feet capacity per year, to divert an additional 1,200,000 acre feet per year to Southern California by 1982 from the Trinity and South Fork Trinity Rivers. A portion of the Aqueduct through the Tehachapi Mountain also would be enlarged to accommodate diversion of 1,200,000 of Eel River water by 1980 to the Colorado River. The storage reservoirs on the Trinity, South Fork Trinity and Eel Rivers, enlargement of the proposed East Side Diversion and the Havaser Aqueduct connecting the California Aqueduct and the Colorado River are provided for in Phase 2. 3) INSERT (Bridge & Marble) a The desalting plant for Southern California, with initial capacity of 50,000,000 gallon per day, which is expected to be the forerunner for future desalting plants with capacity from 300 to 450 gallons per day. 4) The Southern Nevada Water supply Project to provide up to 90,000 acre-feet by 1968 for the growing Boulder City, HendersonEpson Perfection 4870 Photo, 400 dpi, 8 bit, 14,256,128 byte
