RECOMMENDATIONS 1. To meet head-on the [present and] growing water crisis in the parched Pacific Southwest, Congress should be asked to authorize a self-financing [$4 billion] water resources development program for the entire region, to be accomplished in two phases. note amount a. Phase 1, at a cost of $1.921 billion, would take care of the more immediate needs of the region. It should start in 1965 and be completed by 1985. Main elements of construction would be: revenue order 1) The Central Arizona Aqueduct system to divert 1,200,000 acre-feet from the Colorado River, becoming available in Arizona by 1974. 2) Enlargement of the California State Water Plan Aqueduct New planned for 1,800,000 acre-feet capacity to divert an additional 2,400,000 acre-feet from the Trinity south trinity and Eel Rivers in Northern California, Half of the incremental capacity which would become available in Southern California by 1982 and the other half to be made available to Arizona by under Phase 2 development. 3) Bridge Canyon and Marble Canyon dams and powerplants and associated transmission to meet the water pumping and commercial power requirements of the Central Arizona Aqueduct, Southern Nevada Water Supply and Dixie projects, and the Southern California area growth.
