A better quality water for MWD and the Imperial Valley area than obtainable from the Colorado River alone. 5. Some flood control on the Eel River and Trinity River Systems. 6. Some additional opportunities for reservoir recreation on the Eel River and Trinity River systems. 7. The costs of the State's California Aqueduct and of the Eastside Division of the Federal Central Valley Project allocated to California interests might be decreased somewhat because of joint use with the PSWP. Among the detriments may be mentioned: 1. Additional diversions could be made from the Delta before new upstream storage is added. 2. At some point in time, the Delta Water Charge under the State Water Resources Development System and the price for water under new units of the Federal Central Valley Project would be substantially increased because of the preemption of Helena, Eltapom, Sequoia and Bell Springs reservoirs and appurtenant facilities for the PSWP. 3. Authorization of and appropriations for such a large project as envisioned under the PSWP would make it difficult to obtain timely authorizations and funding for other and more urgently needed federal projects in California. 4.
