Seepage control measures along the Sacramento River. 3. No additional diversions from the Sacramento-San Joaquin Delta should be permitted until new upstream storage is in operation. 4. Financial provisions should be made so that the Delta Water Charge and the price for water under the Central Valley Project will not be increased because of commitment of North Coast water to the Pacific Southwest region. 5. Full flood control on the Eel River & Trinity River systems and local water supplies should be provided. 6. A replacement salmon and steelhead fishery should be provided to compensate for the losses on the Eel River and Trinity River systems. 7. MWD should be given an equitable credit for its Colorado River aqueduct if that facility is to be rendered wholly or partly useless because of diversion of Colorado River water to other areas. 8.
