Early action should be taken by the Federal Government to support congressional legislation which will acknowledge the granting of water rights by existing state procedures and to waive claim to the waters arising on reserved federal lands. This action should proceed now, prior to consideration of broad water plans. 5. Existing water projects which will be rendered useless or greatly depreciated in usefulness should be made whole. The details and costs of such an arrangement should be included as a part of the feasibility evaluation of the proposed project. 6.
