4. Early action should be taken by the Federal Government to support congressional legislation which will acknowledge the granting of water rights by existing state procedures and to waive claim to the waters arising on reserved federal lands. This action should proceed now, prior to consideration of broad water plans. 5. Existing water projects which will be rendered useless or greatly depreciated in usefulness should be made whole. The details and costs of such an arrangement should be included as a part of the feasibility evaluation of the proposed project. 6. Last but not least, we wish to emphasize to the California Water Commission and to all responsible state officials and others directly concerned, that the great State of California and the various areas within it have great capabilities. We believe that the State of California and the local agencies therein can, by careful planning, adequately develop the waters of this State.
