type of assistance could be furnished through some mechanisms similar to that provided to Eastern Municipal Water District for construction of water facilities. These would allow the Federal Government to assist without superimposing federal projects on state projects. 5. Financing methods have been evolved in California for under-taking the California Water Plan. Large amounts of additional financing will be necessary to undertake later phases of water development. However, we do not feel that it would be advisable to have the California projects subjected to the additional complication of awaiting Congressional appropriation for the entire funds of additional proposed projects. California itself and various areas within it, such as Southern California, have substantial financial capability and should proceed on necessary water projects scheduled to meet growing demands. Scheduling cannot be assured if it is dependent on the favorable vote of the Legislators of forty-nine other states. 6. Broad plans sometimes obscure the specific feasibility, or lack of feasibility, of portions thereof. We believe individual projects should be evaluated on their own particular merits as to need and feasibility, rather than being considered only broadly and justified because it is included in a certain plan. 7. We have stated previously that we feel far more extensive study should be made of the best sources for supplemental water for various areas, particularly to supplement the waters of the Colorado River. Studies may indicate it is necessary for water to be transferred from one user to another user on the Colorado River, or carried from one state to another.
